POLICY DIRECTOR
Maine State Legislature
Under supervision of the Chief of Staff, the policy director performs advanced research and analysis on past and present legislation to provide members with an accurate understanding of bill content and impact. This position requires the ability to carefully assess assignments and choose the correct course of action, often under significant time constraints. The policy director works closely with senior staff to define objectives and set priorities. Successful work involves high levels of technical accuracy and translates to the SPO policy staff serving as trusted resources to the entire Senate Majority caucus. Experience with policy drafting and policy analysis preferred.
The Policy Director’s responsibilities include:
Researching past and present legislation, both in Maine and nationwide, and prepares bill summaries for Senator review.
Working to connect with national organizations to advance priorities of the Senate President and members of the Senate Majority caucus.
Attending public hearings and providing reports to legislative leaders.
Attending committee caucuses.
Providing bill analysis and guidance to Committee Chairs.
Assisting members with the preparation of legislation for upcoming sessions.
Drafting public testimony.
Regularly attending meetings with caucus members and legislative leaders and preparing Senators for meetings.
Drafting constituent communications regarding specific policy topics.
Assisting legislative aides and other members of caucus/senior staff on specific policy questions.
Preferred Skills & Qualifications:
Bachelor’s Degree or Master’s Degree or Juris Doctorate (JD) and four years of relevant experience, or an equivalent combination of education and experience.
Ability to communicate, coordinate and work effectively with the public, members of the legislature, legislative staff and executive branch.
Advanced knowledge of the legislative process.
Advanced research, computer and communication skills, including a strong understanding of technical language.
Previous background in a fast-paced or metrics-driven work environment.
The ability to work independently and in team settings.
Demonstrated experience as a self-starter.
Ability to work in a highly challenging, complex and fast-paced environment.
