Reports:

Responsible to: Chief Executive Officer (CEO)

Responsible for: Direct supervisory responsibility of Human Resources Manager, Accounting, Revenue Cycle (Registration, Patient Financial Services, Health Information Management and Billing), and Material Management.

Interrelationships:

Serves as a member of the Senior Leadership Team. Works cooperatively with the CEO, other administrative staff (COO & CNO), GPHA Vice-President, RCH Board of Trustee members, hospital department managers, medical staff, employees, patients, third-party billing payers, and independent auditors.

JOB SUMMARY:

To direct and oversee all the financial operations of the facility including preparation of current financial statements, budgets, forecasts, and reports to the Board of Trustees on all financial matters of the facility.

JOB QUALIFICATIONS:

Experience:

Minimum of three years’ experience in healthcare finance.

Knowledge and experience in cost reporting, including third party reimbursement.

Supervisory/Management experience.

Prior hospital CFO experience preferred.

Critical Access Hospital with Rural Health Clinic experience.

Education:

Bachelor degree in Business Administration Finance, Accounting, or related field.

Masters’ degree or CPA preferred.

KEY COMPETENCIES:

Excellent written and verbal communication skills.

Strong organizational, planning, time management and prioritizing skills.

Proficiency in MS Office and patient management software.

Ability to interpret and apply government regulations.

JOB RESPONSIBILITIES:

A member of the Senior Leadership team, participates in developing financial goals and objectives for the hospital as well as the hospital’s vision, policies, and objectives.

Provides in-depth analyses of financial policies in regard to accounting/reporting, procedures and internal controls of the department.

Prepares all financial reports, monthly; includes income statements, balance sheets, reconcile bank statements.

Submit required state and federal reports to government agencies.

Prepare performance measures report for administration.

Provides proactive, sound guidance regarding management of assets and investments and financial trends within the facility.

Employs a system of responsibility accounting, including budget and internal controls.

Monitor and oversee collection write-offs.

Post journal entries to general ledger.

Calculate and post interim discounts on Medicare, Medicaid, and other commercial claims.

Understands all federal statutes surrounding participation in Medicare and Medicaid programs, including but not limited to EMTALA, Medicare fraud and abuse issues, and IRS guidelines pertaining to the operation of non-profit entities.

Prepare cost report documents for year-end as well as interim cost reports throughout the year.

Process charity care applications.

Post hospital charges on website annually for price transparency.

Charge Master maintenance reviews annually for corporate compliance.

Maintains effective revenue cycle process to keep patient accounts receivable at an acceptable level while increasing hospital’s cash flow.

Maintains a thorough working knowledge of federal, state and managed care reimbursement payment methodologies, including: contractual accounting, payment calculations, billing requirement and compliance issues.

Understands the benefit of and supports the hospitals participation in group purchasing organizations such as Sunflower Network, as well as maintaining the material management contracts with GPO (Group Purchasing Orders) and other contractual agreements as needed.

Confer with CEO to coordinate and prioritize planning.

Review reports to analyze projections.
