Job Summary:
Oversees the financial operation of the organization and has direct supervisory responsibility of the hospital’s Finance, Revenue Cycle (Registration, Patient Financial Services, Health Information Management, and Billing), Materials Management, and Information Technology departments. Leads the development of the hospital financial strategies and performance policies, processes, and controls. Develops and monitors financial plans for management and the governing board. Develops and maintains a relationship with the financial community, third-party payers, and independent auditors. Provides insightful and energized leadership and management of the Hospital’s financial division. Serves as a member of the Senior Leadership Team. Also serves as a resource to the Board of Trustees to provide a financial perspective on the Hospital’s performance and the financial implications of alternative business strategies.
Essential Job Accountabilities:
Serves as a member of the leadership team and participates in development of the hospital’s vision, policies, and short/long-term objectives.
Provides in-depth analyses of financial policies in regard to accounting/reporting, procedures, and internal controls of the department.
Directs the hospital’s treasury, accounting, statistical reporting, budget, tax, audit controls, and/or audit standards activities.
Recommends strategies based on financial, accounting and industry trends.
Serves as liaison on financial matters among Board of Directors, Senior Leadership, management, financial institutions, and/or regulatory agencies.
Preparation of the annual operating and capital budgets, and coordinate the development of all department budgets. Assist department managers and directors in the comprehension and application of department budgets to ensure that business expenditures adhere to legal and budgetary requirements.
Department Specific Accountabilities:
In consultation with the hospital’s senior leadership and the Board ensures appropriate coverage limits for all insurance coverages including directors and officers, malpractice, general property, etc. are in place each year.
Develop, supervise, and coordinate all efforts to optimize within regulatory limits third-party reimbursement in compliance with existing contractual agreements.
Supervise the preparation of all regulatory reports (i.e., Medicare Cost reports, Medicaid DSH/UCC, IRS Form 990, IRS Form 5500, state tax returns, etc.).
Other Job Accountabilities:
Attendance at the Hospital’s finance committee meeting, the Board of Directors meeting, medical staff, and other meetings as requested to apprise attendees of the Hospital financial operations and advise/educate as requested.
Act on behalf of the Chief Executive Officer in his/her absence upon request.
All other duties as assigned by the Chief Executive Officer.
QUALIFICATIONS:
Education:
Bachelor’s degree in Finance/Accounting/Business is required. Master’s degree and/or CPA preferred.
Experience:
Three to five years of experience in hospital finance required. Should have knowledge and experience in health care finance, including third-party reimbursement mechanisms and Federal guidelines regarding budget and financing. Supervisory experience preferred.
Skills:
Ability to communicate effectively (both verbally and in writing) with employees, management, Board of Trustees, and members of the community. Ability to apply intermediate to advanced mathematical and financial concepts to financial data in order to educate and mentor staff, Hospital Board, senior leadership, and community. Ability to interpret and apply complex government regulations.
Licensure/Certification:
CPA, MBA, and/or Healthcare Financial Management Association certification is preferred.
