Vice President, Outpatient & Inpatient Behavioral Health

The Vice President, Outpatient & Inpatient Behavioral Health will assume a critical leadership position within the organization, reporting directly to the COO. In this pivotal role, they will closely collaborate with senior executives, including the COO, CNO and CFO to devise and implement strategies that align with RUMC's short- and long-term plans, and ensuring coherence with broader organizational priorities.

Successful candidate will be an individual with strong leadership qualities and exceptional people skills, capable of setting a compelling example. The ideal candidate will demonstrate adaptability in navigating a dynamic environment and will be responsible for all clinical, quality, administrative, compliance, regulatory, operational, and performance improvement activities. Develops, implements and evaluates programs and objectives for BH. Ensures optimal delivery of care and services in an environment that promotes the organizational model, professional development and financial viability.

Core Areas of Responsibility:

Strategic Leadership:

Oversees program planning and evaluation activities within the Department. Develops annual evaluative criteria in conjunction with Behavioral Health Quality Department, and tracks performance of services; develops and implements administrative and business policies and procedures for the Outpatient Behavioral Health Services and ensures compliance with established requirements.

Participates with the Hospital Behavioral Health Leadership team in developing goals and objectives consistent with the mission, vision and philosophy of the facility; guides this process for direct reports.

Risk Management:

Oversees and directs all administrative and operational risk management activities; oversees systems for data collection and reporting Department activity to ensure compliance with internal and external reporting requirements.

Regulatory Compliance:

Ensures compliance with TJC, CMS, NYS OMH, OASAS, OPWDD and the Center for Medicare and Medicaid and their regulatory agencies as required in collaboration with the Chairman of Behavioral Health and other Division leaders. Serves as the lead representative and liaison for the Department for all matters related to regulations, new initiatives and other areas as needed, both within the hospital and with external agencies.

Quality Improvement and Patient Safety:

Provides leadership in ensuring that clinical care is delivered with the highest degree of quality and patient safety. Works to establish and monitor clinical guidelines, implement quality improvement programs, and address issues related to patient outcomes and safety. Develops Quality Department goals with BH leadership and quality manager which includes baseline, threshold and stretch targets for each established goal. Drives ongoing continuous quality improvement initiatives, identifying opportunities for enhancement and overseeing process improvements. Implements Quality Assurance and Quality Improvement programs, including performance reviews for medical staff and peer review systems. Reports all quality efforts, identified issues, and tasks to relevant committees and executives. Oversees the development and implementation of systems and processes to uphold the highest standards of care, patient safety, and evidence-based medicine. Works to ensure the hospital and clinics maintain the highest quality standards. Strives to improve all publicly reported indicators.

Integrated Health System:

Develops and fosters effective collaboration between different levels of care and programs within the Department, and other areas of the Hospital, to ensure an integrated approach to providing services and fulfilling the clinical research and educational goals and objectives of the Department and the institution.

Communicates key information to the stakeholders of other hospital departments with respect to managed care, marketplace needs, the competitive environment, cost management and customer focused programs and services specific to Behavioral Health.

Financial Sustainability and Compliance:

Implements strategies to ensure the financial sustainability of the service through operational oversight including the development of processes and systems for the Department to be prepared for a managed care/capitated/risk based reimbursement system.

Collaborates with Assistant Director of Patient Access in Behavioral Health to ensure clinical revenue collections process as well as safe and accurate oversight and monitoring of all revenue sources.

Improve compliance with professional billing with patient keeper application and develop process for how billing issues are solved with this application. Improve compliance with clinician billing through monitoring system of progress note completion and weekly reconciliation of billing to capture staff errors as well as billing application errors not dropping for payment.

Develops and maintains effective and accurate operating budget and ensures accurate cost accounting principles are used; monitors expenses to make sure in line with budget or communicates variances to Administration. Remains in budget for total spending of the fiscal year by monthly monitoring of budgetary reports and develops a plan for any are not within their budget.

Interacts with Finance and external agencies to properly oversee the financial stewardship of all government special contracted programs; ensures accurate and timely submissions of all budgets within the hospital and to appropriate government agencies. Establishes financial budgeting and reporting on a license-by-license and with licenses on a by-program basis.

Public Health Advocacy:

Drives innovation, develop initiatives to advance medical knowledge amongst the medical staff, adopt and stay current with cutting-edge treatments, and supports the advancement of medical therapeutics across the organization. Provides leadership to medical education and training.

Requirements:

Licensed RN

10-15 years of experience in a behavioral care setting

Knowledgeable in all regulatory requirements (agencies)

5-7 years of progressive leadership / administrative experience

Master’s degree required; doctorate preferred

Salary Range: $225,000 - $240,000
