CHIEF FINANCIAL OFFICER From a small city to a growing community – that defines Lago Vista today. That growth brings challenges in every department and is the reason we are seeking an experienced CFO to come on board and help us take our City to the next level. DESCRIPTION: The Chief Financial Officer is the department head of the Finance Department and, as such, performs and/or supervises complex professional, supervisory, administrative, and technical accounting and finance functions necessary to maintain the accounting and financial records and systems of the City. Organizationally, the Chief Financial Officer reports directly to the City Manager; however, with respect to accounting and necessarily related matters, the Chief Financial Officer functions at the highest level of professional ethics, following professional rules and boundaries as required by the profession. ESSENTIAL DUTIES AND RESPONSIBILITIES: Receives general administrative direction from the City Manager. Plans, supervises, and coordinates the City’s fiscal and accounting activities including financial accounting and reporting, internal controls, internal auditing, and management of financial software systems. Attends meetings with the City Manager that may have an impact on the City's operations. Answers emails and is responsive to the City Manager, City Council, and other staff member questions or requests. Prepares or supervises preparation of the City’s annual financial report(s). Oversees annual independent audit and interfaces with independent auditors. Provides quarterly or periodic financial updates. Develops or assists in the development of financial studies, plans, forecasts, estimates, and finance related ordinances and resolutions. Interacts and coordinates activities of financial planners retained by the City for the investment of public funds. Monitors and maintains all investment funds consistent with the Public Funds Investment Act (PFIA) and GFOA guidelines, appropriate public finance practices and local, state, and federal laws. Serves as financial advisor to the City Council, the City Manager, and other City staff. As requested, makes related presentations to the City Council, committees and commissions, and represents the City at finance related events. Hires and evaluates all accounting and financial staff. Has the overall responsibility for preparation of governmental financial reports in accordance with Generally Accepted Accounting Principles. Attends City Council meetings and records all official proceedings. Participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies. Develops own knowledge, skills, and abilities to enhance and ensure continued success and meets all mandated training requirements. Provides effective control and coordination of resources and activities within the section to which assigned. Coordinates activities with peers, coworkers, and other departmental personnel to ensure consistency in interpretation, adheres and implements Administrative Orders, City Ordinances, departmental, personnel, and safety policies, procedures, and laws. Performs all assigned duties and tasks with the highest regard for the highest quality customer service. EDUCATION AND EXPERIENCE: Bachelor’s degree in accounting, finance, or business administration. Designation of Certified Public Accountant preferred. Member of or eligible to join Governmental Finance Officers Association (GFOA). Minimum of five years’ experience in governmental finance and accounting at a high management or supervisory level. Experience managing federal, state, and local grant. Strong verbal and written communication skills. Verbal fluency, good grammatical skills, ability to manage an office and supervise the work of others. Ability to interact with City officials, City employees, and the public in a pleasant and gracious manner. Must meet at least the minimum requirements to be selected for this position. KNOWLEDGE, SKILLS, AND ABILITIES: Must have extensive knowledge of and experience with accounts receivable, accounts payable, purchase orders, and payroll systems. Must demonstrate an ability to oversee and supervise technical and clerical staff performing those duties. Must possess a high level of working knowledge regarding Administrative Orders, City Ordinances, policies, procedures, Federal, State and Local laws, and be able to ensure proper application by subordinates. Must possess a high level of working knowledge regarding Federal, State, and Local laws, codes, and regulations. Must possess a high level of knowledge regarding Public Information Open Records Act, election laws and procedures, the Local Government Records Act, and political reform requirements. Must demonstrate organizational and management skills as applied to the analysis and evaluation of programs, policies, and operational needs. Extensive knowledge and experience using Incode/Encode preferred.
