Job Description
Position Summary The Chief Financial Officer plays a pivotal role in advancing the City's mission by performing complex administrative, technical, and professional work. Candidates should demonstrate strong expertise in budgeting, financial reporting, and financial planning, complemented by a proficiency in workflow analysis and statistical reporting. The Chief Financial Officer must exercise independent judgment and is expected to thrive in a role that demands both autonomy and minimal supervision. Essential Functions Maintain computer records of all expenditures and revenues of all funds. Prepare monthly and quarterly reports and employee benefits reports. Prepare spreadsheets for assessments and other projects. Responsible for finance and accounting functions for the city; manage all city treasury functions, including investing cash balances and managing cash flow to ensure sufficient liquidity for payroll, debt service and claims warrant coverage. Advises the City Administrator and City Council regarding the financial plan, budget targets and polices, status of recommendations (i.e. consent agendas). Establishes level of financing for the capital budget. Assists external auditors by analyzing changes in financial positions; implements changes to address audit concerns. Develops and implements a city wide operating budget; establishes and schedules a budget calendar. Designs, prepares and distributes budget request instructions to Department Heads. Prepares and analyzes periodic statements of expenditures; inspects expenditure records for adherence to appropriates and legal limitations. Computes specials for Commercial and Residential properties. Conveys those amounts to owners/mortgage companies/realtors as requested Review existing procedures and ordinances for improvement and compliance. Prepare and maintain various state and federal reports. Analyze equipment needs and utilization and recommend purchase of appropriate equipment. Make bank deposits of all funds; records cash receipts and payments and monitor balances. Performs the duties of City Treasurer as directed by the Laws of the State of Kansas. Position Requirements Experience: Five or more years of municipal budgeting experience is required. Employee is expected to have acquired the necessary information and skills to perform the job well after one year in the position. Education: Bachelor’s degree in Accounting and/or Finance or equivalent in training and experience. Master’s degree preferred. Technical Skills: Familiarity with state and local laws governing municipalities. Knowledge of computer applications, financial reporting, investment, accounts receivable and payable. The ability to operate a calculator, computer and other office related equipment for extended periods of time. The ability to meet scheduled deadlines and ability to perform all duties in an accurate matter. The ability to analyze, prepare and interpret complex fiscal records and reports. Problem Solving: Problem Solving is a factor in this position. Problems involve handling complaints and inquiries from the general public. Ability to analyze fiscal problems and to prepare appropriate recommendations. Decision Making: Frequent decision making determining availability of funds for expenditures, and establishing priorities. Regular participation in budgetary and strategic planning expected. Supervision : This employee works with occasional supervision of the City Administrator, and exercises occasional supervision over subordinate personnel. Financial Accountability: This employee is responsible for preparing the City’s budget and financial information. Personal Relations : This position has daily contact with all City department personnel Working Conditions : No adverse working conditions exist within this position. Working in an office setting is the primary aspect of this position. Physical Requirements : Physical activity associated with working in an office setting is required to perform the daily duties of this position.
