Job Description Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.

The Vice President for Operations supports the vision and mission of Tidewater Community College by providing strategic, college-wide leadership of several critical operational components for the college. The Vice President oversees the offices of information systems, institutional effectiveness and public safety. The Vice President for Operations reports directly to the College President and serves on the President’s Cabinet.

Functional Responsibilities:

Oversee services that support the college’s educational mission and contribute to the well-being of the college.

Provide strategic, college-wide leadership for the operational areas of Information Systems, Institutional Effectiveness, and Public Safety.

Provide accurate and timely reporting of business operations to internal and external constituencies of the college.

Ensure the college’s compliance with all federal, state, and VCCS policies governing the areas under the Operations unit.

Coordinate the establishment, maintenance, and communication of college policies and procedures for the operational areas delineated above.

Develop the college’s General Technology Plan, budgets, and spending plans to maintain and enhance the college’s information systems and technical infrastructure and communicate technology recommendations to the President and her Cabinet.

Provide strategic, college-wide leadership of the institutional effectiveness component for the college which incorporates the areas of institutional research, planning, and student outcomes assessment.

Promote a safe and welcoming campus environment for a diverse student body, faculty, and staff.

Provide strategic direction for the college’s emergency response plan and other fundamentals associated with homeland security.

Promote diversity, equity, and inclusion in support of Tidewater Community College’s strategic plan and mission.

Supervise assigned staff in the operational areas delineated above.

Perform other tasks as assigned by the College President.

KSA's/Required Qualifications:

Demonstrated knowledge of the operational areas as delineated above.

Progressively responsible, successful experience in higher education administration, particularly in the areas encompassed by this vice presidency, with demonstrated results in managing people and tasks in a highly complex work environment with experience in a multi-campus community college setting with constant deadlines and reporting requirements preferred.

Demonstrated ability to conduct long-range planning relative to the college’s operational functions; to provide information to a wide range of college faculty and staff and community and business leaders; to supervise assigned staff and build a highly effective team; to make first-rate oral and written presentations; to organize, analyze, and innovate; and to negotiate and communicate effectively while establishing cooperative working relationships with a diverse array of individuals contacted in the course of the performance of assigned duties.

Ability to prepare and manage multiple budgets and spending plans.

Excellent analytical and problem-solving skills utilizing logical business judgment.

Demonstrated understanding of strategic planning, resource planning and allocation in the context of a large, preferably multi-campus, community college setting.

Demonstrated ability to conduct planning, research, and assessment in a large and highly complex work environment.

Demonstrated awareness of new and emerging technologies and how they may be used to create more efficient operations throughout the college.

Demonstrated commitment to promoting cultural diversity, equity, and inclusion as a core value of the community college.

Demonstrated understanding of and belief in the comprehensive mission of the community college.

Master’s degree in a related field from a regionally accredited college or university.
