Maritime Analyst - Multiple Positions Work Environment: Location is flexible: NGA offices in Springfield, VA Travel up to 15% of the time Responsibilities The prime mission of NGA is worldwide Safety of Navigation, and its Maritime program is one of the key components. The Maritime Safety Office does a range of activities using data scientists and modelers to understand and map the Earth's waterways, track and identify adequate shipping lanes, work with partners to identify ports and navigational beacons, and provide a wide range of published nautical charts in Standard Nautical Chart (SNC), Electronic Navigational Chart (ENC), and Digital Nautical Chart (DNC) formats. The maritime analyst will be primarily focused on one or two of the portions of work such as foundational data collection, cartographic production, or bathymetry research but may be required to overlap knowledge areas in some cases. The analyst may need to acquire, analyze, compile, and disseminate location-based information and intelligence, using data to populate geospatial databases and/or create maritime products. The maritime analyst is a flexible role that relies on an understanding of basic geospatial concepts of projection, elevation, attribution, and works in conjunction with source materials to update and/or create new geospatial feature data sets, maps and charts, submitting work through the QA/QC process along a wide variety of mission areas and geographic settings, while meeting deadlines in a high-tempo environment. Qualifications Requirements (Required): Bachelor's degree in geography, cartography, oceanography, remote sensing, or related field or US Military related discipline; additional experience can be used as a substitute for education. A minimum of three years of experience in imagery/geospatial analysis, geography, and Geographic Information Systems (GIS) or five years in data science, analytic methodology, or bathymetry. Knowledge of commercial GIS software solutions such as ESRI products (ArcMap, ArcPro), SOCET GXP, QGIS, RemoteView, or similar electronic light table applications. Experience using GIS systems to collect, manipulate, identify, or analyze vector or raster data sets and knowledge of geospatial data types (shapefiles, geodatabases, etc.). Experience working with imagery and understanding of how projections affect feature horizontal accuracy and how Digital Elevation Models (DEM) affect vertical accuracy. Experience using feature layers (shapefiles), geodatabases (GDB, FDB), and safe data handling and storage procedures. Ability to work independently, with little supervision in a high-tempo environment. Ability to communicate clearly and efficiently, both orally and in writing. Requirements (Desired): Knowledge of NGA Products and Services. Experience in the Maritime GEOINT domain. Familiarity with foreign partner data, maps, specifications, and products. Knowledge of the S57 data format. Experience using ESRI's Production Line Tool Sets (PLTS), Nautical Charting, Production Mapping, and Defense Mapping extensions or similar toolsets. Experience with data quality assurance procedures, including the use of Geospatial Analysis Integrity Tool (GAIT). Proficiency in common geospatial software applications and data analysis scripting and tools, such as Python, SQL, Mathematics, Statistics, Business Analytics, Collections, Data Visualization, ESRI ArcGIS, Timeseries Modeling, MATLAB, R, Git, or Tableau. Current GEOINT Professional Certification-Foundations (GPC-F). Security Clearance Requirements: For this position, it is mandatory to be a United States citizen and have an existing TS/SCI with the ability to obtain and maintain a Counterintelligence (CI) Polygraph. Applicants with no clearance will not be considered. Competencies & Skills: Clear and effective written and oral communication with team members and customers. Comfortable working with a team to achieve project completion. Keen attention to detail. Proficiency using MS Office Suite.
