Director of Finance

. The right candidate as the Director of Finance will be responsible for the overall financial functions of Community Home Partners. Work closely with CEO/Executive Director to develop realistic operating and capital budgets and revisions for all housing, resident initiatives, modernization, new development programs, and grants administered by CHP; responsible for monitoring these budgets. Oversee accounting functions of payroll, accounts payable, accounts receivable, fixed assets, capitalization, depreciation, and investment accounting functions. Along with managing the rental assistance program. Prepare Annual Operating Budgets & Capital Planning Budgets for all programs and projects. Prepare periodic financial reports including monthly budget status reports, year-end financial statements for all programs, Public Housing Assessment System (PHAS) financial indicators, and various reports to HUD as required. Prepare monthly internal financial reports for RIHA Board of Commissioners & LIHTC Investors. Coordinate and assist with independent audits. Train and assist current staff with cash management, accounts payable, accounts receivable, and other routine accounting functions. Provide financial training to property managers & other staff, as needed. Maintain General Ledgers for all programs and projects. Monitor tenant’s accounts receivable and resident maintenance charges. Oversee reconciliation of bank statements and all related documents; verifies all direct deposits to banks. Monitor the expenditure deadlines for the Capital Fund Program including the obligation and preparation of timely drawdowns. Prepare biannual write-off for Board, analyzing tenant accounts receivable and verifying collection loss accuracy. Maintain all investment records, inclusive of all checking and savings accounts. Update and assist with implementation of CHP policies and procedures. Balance the general ledger each month and closes the books at the end of the fiscal year. Perform financial analysis of current and/or proposed programs or operations as needed. Monitor Public Housing Authority (PHA) financial indicators and recommends improvement or corrective action. Keep CEO/Executive Director informed of the financial status of all CHP programs. Monitor expenditures on all housing financial operations. Assist RIHA with efforts to continually improve overall financial health and long-term operational efficiency. Assist RIHA staff with setup and efficient utilization of available housing software products. Provide in-person consulting with senior management and participate in planning and development meetings. Work with CEO/Executive Director to prepare financial or grant applications for new housing development, property renovation, property demolition, home ownership, or resident initiatives. Identify new housing programs and funding sources for CHP, pursuing all avenues to obtain funding. Act as approved agent for acceptance of operational and capital funds, and grant funds from HUD. Stay current in public housing information and trends by seeking information, including housing publications and related materials. Maintain confidentiality of all information related to finances, employees, and clients/residents. Management responsibility

for Accountant, Accounting Assistant, Rental Assistance Manager, and Rental Assistance Specialist. Qualified candidates will possess the following experiences and education:

Education, Training, and/or Experience: Graduation from an accredited four-year college or university with a degree in Accounting, Finance, Business Administration, or related field. CPA certification or a master’s degree in financial management, not required but would be a plus. 5-7 years progressively responsible experience in accounting, financial management, budgeting, auditing, or related field. Previous experience managing the work of and leading a team. Or a combination of education, training, and experience to meet job requirements. Must be willing to obtain any certifications required by programs or funding sources. Computer literate with extensive knowledge of accounting programs and electronic spreadsheets. License and Special Requirements: Possession of a valid driver’s license. Ability to be covered under the CHP vehicle insurance policy. Ability to be covered under the CHP fidelity bond. Must be willing and able to provide emergency coverage after hours and to carry a cell phone. Certified to conduct HQS/UPCS Inspections within six (6) months of hire date. Thorough knowledge of the principles and practices of organization and management and their application to the administration of rental housing. Thoroughly understands generally accepted and governmental accounting techniques and procedures. Thorough knowledge of investment policies, financial management techniques, and budget preparation procedures. Reads and comprehends general business periodicals, professional journals, technical procedures, and related items. Highly skilled at technical, statistical, and financial report preparation techniques. Ability to establish and maintain effective working relationships with supervisors, associates, residents, representatives from neighborhoods, community leaders, and federal, state, and local officials. Skilled at presenting technical information clearly and concisely both verbally and in writing. Highly skilled at mathematical and accounting related functions performing with speed and accuracy. Deals courteously and tactfully with the general public and handles disgruntled tenants in a calm and fair manner. Clear understanding and familiarity with the Fair Labor Standards Act and other applicable federal and state rules and regulations regarding employees. Ability to maintain complex records and to prepare clear and concise reports. Ability to communicate clearly and concisely, both orally and in writing. Computer literate with thorough knowledge of Microsoft Suite products including Excel and Word. Please express your interest by applying or submitting your resume.
