Job Description BryceTech is currently looking for a Policy Analyst Subject Matter Expert. This position will be supporting a high-visibility ASPR client managing over $21B in portfolio value with a variety of needs including support to the project team, acquisition program, and global health economic analysis efforts. This role will support ASPR’s use of legislative authorities through the Defense Production Act (DPA), which is the primary source of Presidential authorities used to expedite and expand the supply of critical resources (materials, services, and facilities) from the private sector in support of approved Homeland Security programs. The DPA authorizes priority contracting, through the placement of priority ratings in contracts, and helps ensure a timely response from the private sector in times of emergency.
The person in this role will:
Provide high level ongoing technical support to the DPA-ERA Office Director within IBMSC to manage and centralize HHS’ DPA related legal and legislative requirements activities.
Assist DPA-ERA Director to monitor and ensure that DPA authorities are implemented in a consistent and unified manner across the Department, especially as it relates to public health industrial base expansion efforts (Title III).
Serve as senior subject matter experts (SME) for DPA authorities and provide guidance for use of those authorities.
Assess supply chain constraints due to rated orders and assists with problem solving (de-conflicting) of rated orders.
Review requests for assistance for non-rated orders that have been impacted due to priority ratings.
Provide Title III program establishment guidance including but not limited to DPA Fund access and usage, DPA loan program, and interagency coordination.
Schedule meetings, drafts meeting summaries, and coordinate review and edits. Maintain records of meeting minutes including action items and follows pending items through completion. Develop filing structures to maintain easily accessible records of activities. Assist with development of presentations including copy editing, formatting, transmittal, and printing if necessary;
Responsible for DPA data collection and analysis through a variety of methods (e.g., literature reviews, subject matter expert interviews, working groups, data calls, open-source environmental scans, etc.).
Coordinate with the DPA-ERA Director to develop strategic communications outreach plans/maps to advance the implementation of the DPA-ERA objectives, priorities and activities.
Develop, manage, and maintain liaison relationships with other HHS Offices and Operating Divisions, other U.S. federal agencies, and non-USG partners (e.g.,stakeholder organizations, nongovernmental organizations, private sector entities, community-based organizations, professional associations, and research and academic institutions, etc.);

(i.e., Education, Experience): Master’s Degree in public policy, or supply chain related field of study.
