DESCRIPTION
Performs computer systems analysis, application integration, development, and maintenance on Geographic Information Systems (GIS)-related software and hardware, specifically within the area of planning and development through specialized software platform(s). Works within the guidelines of Planning & Development standard operating procedures, technical manuals, user specifications, and federal, state, city, and departmental policies and procedures. Reports to the Deputy Director or other designated person and works with co-workers, vendors, computer service personnel, employees, and government agencies to develop and support information systems. PRINCIPAL DUTIES AND RESPONSIBILITIES
Create, coordinate, and maintain mapping projects for Planning & Development as well as appropriate other requests. Use GIS software to produce, display, and analyze geographic information. Use GIS to analyze data related to zoning, land uses, infrastructure, and other planning project related data. Assist in the collection and mapping of land use, environmental, and other types of data for comprehensive plans and zoning amendments. Map, digitize, code, enter and interpret survey drawings, site development plans, subdivision plans, plats, deeds, and other information from applications to GIS files and data layers. Assist in the coordination of GIS (Geographic Information Systems) mapping and database projects between the Planning and Development and Information Technology. Researches, evaluates, and introduces new GIS and application technology to management. Develops and supports documentation and procedural manuals. Evaluates and reports project status to management. Performs other duties of a similar nature or level. POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE
:
Gathering requirements for maps, designing layouts, and creating maps and GIS geodatabase exports for customers. Training and assisting individuals or groups of end users or fellow staff members in GIS applications and technological concepts in which the employee has expertise or experience. Support, Maintenance and Ongoing Development of planning related spatial data in the GIS enterprise geodatabase Working with a team to plan and execute a technological solution for our customers. MINIMUM REQUIREMENTS
Education:
High School diploma or GED with a GISP Certification or AA/AS degree in GIS, MIS, Computer Science, Cartography, Geography, or related occupational field of study. (Preferred:
BA in GIS, MIS, Computer Science, Cartography, Geography, or related occupational field of study.)
Experience:
Four (4) years of experience in the use, operation, and application of GIS analysis in planning and development or GIS related experience.
Knowledge/Skills/Abilities
:
Knowledge of:
GIS technology and system integration and methodology. General Technology principles, concepts, techniques, and fundamentals of information processing including local area networks, network software, relational databases, and technical concepts. Local, state, and federal legal requirements and city and departmental policies and procedures. Orthophotography, aerial photography, ground control, digital elevation models, and other remote sensing concepts. Troubleshooting, problem solving, training, organization, and operation of GIS, web services, and GIS Centric applications. ESRI software and databases such as SQL and SDE. Skilled in:
Acquiring and maintaining skill sets on new and evolving programming GIS/GPS technologies. Presenting information on complex topics to top management, public groups and/or boards, and employees Troubleshooting, problem solving, training, organization, and operation of application systems. Good communication skills, both oral and written. Working with teams and independently. Documentation of business processes. Organizing and recording work for inclusion in departmental record-keeping purposes. Certification:
