Summary This position is located in the Office of the Under Secretary of Defense for Intelligence and Security (OUSD (I&S)), Office of the Director for Defense Intelligence (Counterintelligence, Law Enforcement & Security) (DDI(CL&S)). Responsibilities This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selection under this appointment authority does not confer civil service competitive status. If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions. If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS. For more information see Incumbents typical work assignments may include the following: Coordinate with the Military Departments, Defense Agencies, Joint Staff, Information Security Oversight Office, National Industrial Security Program (NISP) Policy Advisory Committee (NISPPAC), principal industry groups, and non-DOD Federal Agencies, to develop and review policies and procedures, oversee implementation of all aspects of the NISP by DoD Components through oversight tools and metrics developed through the Defense Security Enterprise Advisory Group. Review policies and procedures proposed by DoD agencies and other government departments and agencies for publication in the NISP Operating Manual (NISPOM), DoD Instruction 5220.31 DoD 5220.31, Volume 1 and Volume 2and other DoD policy impacting the industrial security program to ensure uniformity and interagency reciprocity. Ensure that cost-effective, risk-based, threat appropriate security countermeasures are applied and that mechanisms designed to prevent unnecessary security expenditures and unwarranted program measures are established. Develop and utilize innovative approaches and resources, such as automation, specialized training, teaming arrangements, and formation of interagency and interdepartmental working groups for the exchange of ideas, techniques, processes, and lessons learned. Serve as the principal focal point for the USD (I&S) for the Committee on Foreign Investment in the United States (CFIUS) process within Department of Defense. Requirements Conditions of Employment Qualifications The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You may qualify at the GG-15 level, if you fulfill the following qualification requirement: Qualifying experience would be demonstrated by: 1) developing industrial security policies and procedures for release of classified material; 2) implementing long-term security and/or acquisition security policies for defense agencies and components of national intelligence; 3.) conducting research for intelligence policies to prepare recommended courses of action for senior executive approval; and 4.) preparing congressional testimony for security and acquisition plans/programs for senior level officials.
