Overview
DecisionPoint Corporation is seeking a
Primary Technical Control Facility Lead
to join our team on the upcoming Enterprise DISA JSP ETM Services 2.0 program. This position is onsite in the Washington, DC area.
Duties & Responsibilities
Oversee 24x7x365 circuit restoration and fault isolation, ensuring adherence to DISA and JSP standards. Manage circuit engineering, testing, and quality control processes to maintain operational integrity for secure and non-secure circuits across the Pentagon, Mark Center, and other associated locations.
Designate and oversee node site coordinators to support DISA's worldwide missions, monitoring the ASI inbox for updates and coordinating actions with the ASI team.
Facilitate Site Concurrence Letter processes and manage DISA node resources in Technical Control Facilities (TCFs), including SPOP and NPOP.
Supervise the PPTCF CAB, ensuring that all trouble tickets are received, logged, tracked, and resolved efficiently.
Manage the Tiers I and II support for 24x7x365 service desk functions, tracking approximately 1400 trouble calls per month and providing hourly status updates for critical outages.
Ensure trouble tickets are resolved according to JSP guidelines, documenting resolution steps and customer confirmation.
Maintain COMSEC integrity at a Top-Secret SCI level, oversee COMSEC inventories, keying material management, and destruction in compliance with DoD and local SOPs.
Manage physical security for Type-1 encryption devices and maintain two-person integrity during COMSEC material handling.
Monitor and maintain TCF equipment, including circuits, cable plants, and power systems, using tools like NetMS and ScienceLogic.
Conduct trend analysis for performance and outage management, compiling monthly reports on circuit reliability and availability.
Coordinate circuit activations and provisioning for DODIN and non-DODIN circuits, including VIP and emergency activations.
Maintain circuit history folders, Circuit Layout Records (CLRs), and all test and acceptance records as required by DISA standards.
Execute Initial T&A and periodic quality control tests on all trunks, links, and circuits, updating circuit documentation in the event of any changes
Establish and oversee a Tech Control training program for personnel, ensuring proficiency in troubleshooting, circuit maintenance, and fault isolation.
Maintain a Tech Control lab environment to simulate real-world TCF scenarios, testing new equipment and configurations prior to deployment.
Manage the installation, maintenance, and rekeying of TACLANE encryption devices, ensuring all devices are compliant with JSP security protocols.
Conduct routine crypto changeovers and coordinate annual key refreshes, ensuring encryption keys are managed and replaced without service disruption.
Produce regular reports on trouble tickets, master station logs, circuit provisioning, training status, and circuit trend analysis for the COR and ACOR.
Ensure that all activities within the PPTCF and associated facilities meet DISA standards, JSP guidelines, and DoD security requirements.
Qualifications
Active TS/SCI clearance required. Bachelor's in IT-related field with a minimum of 5 years experience with managing and operating cryptographic facilities. Demonstrate knowledge in maintaining the operational status of a Tech Control facility
Knowledge of Tech Control equipment such as Switches, Encryption devices, Network Operation Consoles, and Circuits.
Demonstrated successful working knowledge and supervision of tech control employees in efforts similar in size and scope as referenced under this Call Order.
Demonstrated ability for oral and written communication with the highest levels of management
Must have knowledge in operating and maintaining Tier 2 Tech Control Helpdesk functions and DISAC 310-175-9.
Ability to provide technical directions and supervision, in coordinating, restoring, and reporting functions necessary for effective maintenance of transmission paths and facilities.
Knowledge of industry accepted standards and best practices related to Information Management Operations and with ITSM best practices.
Knowledge in handling and managing incidents and service requests for activities such as changes, problems, configurations, and requisitions for equipment and services
