Overview

DecisionPoint Corporation is seeking an

Infrastructure Operations Manager

to join our team on the upcoming Enterprise DISA JSP ETM Services 2.0 program. This position is onsite in the Washington, DC area.

Duties & Responsibilities

Manage and oversee all operational tasks related to the Enterprise Transport Network in compliance with Federal, DoD, Army, JSP, MOAs, MOUs, and SLAs. Ensure all Information Assurance Vulnerability Management (IAVM) updates are tested, deployed, and documented for systems within the scope of the PWS.

Enforce adherence to relevant policies, standards, and directives, including CJCSM, NIST, and DoD requirements.

Directly manage and coordinate contractor and subcontractor personnel, ensuring that resources are effectively utilized to meet PWS requirements.

Act as the primary liaison with third-party vendors and provide oversight to ensure that services and products align with JSP and DoD standards.

Oversee the monitoring of network performance, ensuring real-time operational insights and monthly reporting for COR and ACOR.

Develop and implement a network performance data capture plan to support capacity and performance trending analysis.

Conduct proactive analysis to detect, isolate, and address network issues to improve operational efficiency and uptime.

Oversee the preparation and timely submission of daily, weekly, and monthly reports, including Morning Reports, Monthly In-Progress Reviews (IPR), Financial Status Reports, Quality Assurance Reports, and Network Performance Reports.

Ensure all deliverables are accurate, meet quality standards, and adhere to established formats.

Manage and track all property and equipment related to the network infrastructure, including inventory tracking, status updates, and auditing, as per DISAC and JSP standards.

Oversee inventory audits and maintain accountability for all Government Furnished Equipment (GFE) across designated JSP facilities.

Develop and execute a Communications Plan and Coordination Strategy to engage JSP stakeholders, providing regular updates on project status, metrics, and operational concerns.

Facilitate high-level communication with JSP leadership, ensuring that critical updates are conveyed promptly and that all program activities align with stakeholder expectations.

Implement a Quality Assurance (QA) program to review all documentation, correspondence, and deliverables for technical accuracy and adherence to DoD standards.

Regularly assess operational processes and recommend improvements to enhance the efficiency, cost-effectiveness, and reliability of the program.

Develop Standard Operating Procedures (SOPs) and Concept of Operations (ConOps) for all functional areas within the program.

Qualifications

Active Defense Intelligence Agency (DIA) adjudicated TS/SCI clearance required. Bachelor's in IT-related field with 5+ years managing and operating cryptographic facilities. Demonstrate knowledge in maintaining the operational status of a Tech Control facility.

Knowledge of Tech Control equipment such as switches, encryption devices, network operation consoles, and circuits.

Demonstrated successful working knowledge and supervision of tech control employees in efforts similar in size and scope as referenced under this Call Order.

Oral and written communication experience with the highest levels of management.

Must have knowledge in operating and maintaining Tier 2 Tech Control Helpdesk functions and DISAC 310-175-9.

Can provide technical directions and supervision in coordinating, restoring, and reporting functions necessary for effective maintenance of transmission paths and facilities.

Knowledge of industry-accepted standards and best practices related to Information Management Operations and with IT Service Management (ITSM) best practices.

Knowledge in handling and managing incidents and service requests for activities such as changes, problems, configurations, and requisitions for equipment and services.
