PMO Operations Lead & IT Program Manager
to oversee the Front Office and Portfolio Management tasks for the CFPB Project Management Office (PMO) Support Services contract. This role will also serve as the
Account Manager,
responsible for ensuring account health, profitability, business development, and overall client satisfaction. The successful candidate will lead and mentor Fedsight staff to ensure the delivery of high-quality services in alignment with CFPB's technology and innovation goals. The role combines technical expertise in IT portfolio management, leadership in operations, and business acumen in account management. Key Responsibilities: IT Program Manager (Front Office & Portfolio Management) (70%)
Portfolio Oversight:
Provide leadership and oversight for CFPB’s Technology & Innovation (T&I) Front Office and Portfolio Management tasks. Ensure alignment with CFPB’s strategic goals, driving initiatives that support long-term planning, portfolio prioritization, governance, and resource management. Governance and Reporting:
Implement and maintain governance frameworks for managing CFPB’s IT portfolio. Ensure consistent reporting on portfolio health metrics, project statuses, and performance tracking using tools like ServiceNow, Power BI, and Tableau. Portfolio Prioritization:
Lead the development and implementation of a refined project prioritization methodology, scoring projects against CFPB’s mission and strategy. Facilitate leadership sessions to align resources with high-priority initiatives and regulatory compliance needs. Process Improvement:
Continuously improve PMO operations to foster innovation and efficiency in CFPB’s IT project management processes. Drive automation and standardization in tools and reporting to increase transparency and reduce manual efforts. Collaboration:
Coordinate with key stakeholders within CFPB, including T&I leadership, Enterprise Risk Management, Organizational Change Management, and Strategic Communications teams, to ensure cross-functional alignment and strategic execution.
Account Management (15%)
Client Relationship Management:
Act as the primary point of contact for CFPB leadership, building strong relationships and ensuring client satisfaction. Maintain a deep understanding of the client's needs and objectives, providing value-added solutions to meet business challenges. Profitability & Financial Management:
Manage account profitability by overseeing project budgets, forecasting revenue, controlling costs, and maximizing account performance. Ensure that the account meets or exceeds financial targets. Business Development:
Identify and pursue new business opportunities within the CFPB account. Expand Fedsight’s presence by positioning our services for future requirements and ensuring contract renewals and growth. Support the long-term growth of Fedsight Consulting in the Federal marketplace. Account Health Monitoring:
Monitor and assess the overall health of the CFPB account, identifying risks and opportunities for improvement. Present regular updates on account performance to Fedsight leadership.
Leadership & Staff Mentorship (15%)
Team Leadership:
Lead and mentor a diverse team of PMO professionals, ensuring that Fedsight staff are equipped with the skills and tools necessary to succeed in their roles. Foster a culture of continuous learning and improvement within the team. Performance Management:
Set clear goals and expectations for team members, provide coaching and performance feedback, and ensure adherence to Fedsight’s quality standards. Staff Development:
Oversee career development plans, identifying training and growth opportunities for team members. Ensure Fedsight is building a strong, adaptable workforce ready to meet client demands. Collaboration & Communication:
Foster open communication and collaboration across teams, ensuring that resources are allocated efficiently, and projects are delivered on time and within scope.
Minimum Qualifications: Education:
Bachelor’s degree in information technology, Business Administration, or related field (Master’s preferred). Experience:
At least 12 years of experience managing and maturing a Program Management Office (PMO) in a Federal government IT environment. Must have demonstrated expertise in IT portfolio management, project management, and experience leading Federal PMOs. Certifications:
Industry-standard project management certifications such as PMP (Project Management Professional), Agile certifications, and additional portfolio management certifications (e.g., PMI-ACP, SAFe, etc.). Availability:
The IT Program Manager must be available to the COR via telephone between the hours of 8:00 a.m. and 5:00 p.m. Eastern Time (EST), Monday through Friday, and must respond to requests for technical discussions or problem resolution within two (2) hours. Skills:
Demonstrated expertise in managing IT portfolios and PMO operations for large-scale Federal contracts. Strong understanding of project prioritization, governance frameworks, and portfolio management tools (ServiceNow, Tableau, Power BI). Proven ability to manage client accounts for profitability and growth, with experience in business development. Exceptional leadership and team management skills, with a focus on mentoring and developing staff. Excellent communication, problem-solving, and strategic thinking abilities.
Qualifications: Agile Certifications:
Certified in Agile methodologies, such as PMI-ACP, SAFe, or Scrum Master certification. Federal Government Experience:
Extensive experience working with agencies similar to CFPB, such as DHS, GSA, or other regulatory bodies. Advanced Certifications:
Portfolio management or IT governance certifications are a plus (e.g., ITIL, COBIT). Business Development:
Experience in identification, shaping, and leading business development opportunities. Other Requirements:
Strong knowledge of Federal IT regulations, particularly FITARA, CPIC, and TBM best practices. Previous or existing Federal clearance or Public Trust adjudication.
