Requisition No: 842655 Agency: Management Services Working Title: BENEFITS ADMINISTRATOR - 72002705 Pay Plan: SES Position Number: 72002705 Salary: $62,386.31-$68,822.78 Posting Closing Date: 12/19/2024 Total Compensation Estimator Tool Benefits Administrator - SES Division of Retirement Calculations/Education Section State of Florida Department of Management Services This position is located in Tallahassee, FL Position Overview and Responsibilities: The incumbent in this position has direct access to higher level management and information of a confidential nature which relates to employer/ employee relations, collective bargaining, and/ or other personnel issues or budget preparation and development as defined by Sec.447.203 (4) and (5), Florida Statutes. This is a highly responsible administrative and supervisory position responsible for directing the activities of a section of professional employees in the Bureau of Retirement Calculations. The duties and responsibilities assigned to this position require that the incumbent possess a comprehensive working knowledge and understanding of the philosophy and provisions of Chapters 112, 121, 122, 123, 231, 238, 250, and 321, Florida Statutes, and all administrative rules, regulations, and policies developed pursuant to such laws. The incumbent exercises independent judgment on a daily basis. Specific duties and responsibilities include, but are not limited to, the following: Supervises a staff which calculates retirement benefits, providing statements of required contributions, and estimates of retirement benefits, plan determinations and adjusting the accounts of members who have been reported erroneously. Additionally, the employee and staff may be required to calculate the cost to buy back into the pension plan from the investment plan. Exercises administrative review to assure the accomplishment of the goals and objectives of the section. Responsible for prioritizing and assigning work, monitoring leave balances, assessing the training needs, monitoring available courses, scheduling training within the budget, and conducting weekly section meetings. Prepares performance evaluations of the employees of the section. Counsels with employees and resolves personnel problems as necessary. Develops and utilizes hiring modules to fill vacant positions and supports the Division Affirmative Action Plan by recommending appointments that will achieve the goals. Evaluate qualifications of applicants and recommends the most qualified for appointment. Exercises independent judgment in resolving questions from staff of benefit eligibility, service credit, determination of benefits, employment after retirement, and other questions concerning the applicability of retirement laws, rules and regulations, and policies of the various retirement systems. Represents the Division as an expert witness at administrative hearings or any other legal matter. Formulates and institutes procedures to ensure that the staff is accurately determining benefit eligibility and is promptly and accurately calculating the benefits due retirees. Recommends to the Chief of Retirement Calculations changes in the law and the retirement rules and regulations. Conducts employee and employer meetings with participating employer and employee groups to discuss and educate on retirement matters. Counsels' individual members regarding retirement in person and by telephone. Composes a variety of complex correspondence, memoranda and other written material dealing with all provisions of the state retirement systems. Reviews in-house memoranda and publications for accuracy and completeness. Performs related duties as required. Must be familiar with and adhere to the provisions of Section 215.422, F.S. Collect, evaluate, analyze and verify data relating to retirement and social security programs. Solve problems and make decisions, organize data into logical format. Understand and apply applicable rules, regulations, policies and procedures relating to retirement and social security programs. Work independently and perform basic arithmetical calculations. Minimum Qualifications: Seven years of professional experience in the areas of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics and personnel. A postsecondary degree may be used as an alternative for years of direct experience. Supervisory experience a plus.
