Job Summary: We are seeking a dynamic and innovative Electromagnetic Warfare Spectrum Manager to provide research, analysis, and planning support to the U.S. Indo-Pacific Command (USINDOPACOM) Operations Directorate. This role involves being part of a Joint Electromagnetic Spectrum Operations Cell supporting Pacific Air Forces (PACAF) at Joint Base Pearl Harbor-Hickam, Hawaii. Responsibilities: Support senior-level strategic planning and briefings, preparing formal papers and background materials for USINDOPACOM and PACAF senior leaders. Conduct research and analysis of national security policies, military strategies, vulnerability assessments, and intelligence to identify operational concerns and inform planning. Contribute to the development of new concepts and identify innovative capabilities in Electromagnetic Warfare. Support integration of partner nation capabilities and coordinate with Service Components, research labs, industry, OSD, and the Joint Staff. Represent PACAF in JEMSO community-wide and theater-wide working groups and video teleconferences. Coordinate between PACAF and USINDOPACOM spectrum offices to manage the Electromagnetic Operating Environment (EMOE). Provide advanced electronic analysis through spectrum data studies and frequency assignments. Support JEMSO operations that ensure freedom of action and mission assurance in the Indo-Pacific. Evaluate the electromagnetic spectrum against national security policies, military strategies, and PACAF-specific operations. Utilize state-of-the-art tools and methodologies to maximize mission impact. Continuously assess and recommend improvements for EW spectrum methodologies, tools, and techniques. Minimum Requirements: Bachelor's degree or 18 years of documented Electromagnetic Spectrum management experience. 10+ years of experience in Electromagnetic Warfare spectrum management operations, capability development, and/or policy. 3+ years of experience at a Combatant Command or Service Component HQ. 3+ years of experience in the Indo-Pacific Area of Operations. Familiarity with the INDOPACOM Theater Campaign Plan (TCP), Deliberate and Crisis Action Plans, and OPLANS. Proficient in Microsoft Office applications (Word, Excel, PowerPoint). Experience in report writing and operational data analysis. Active Top-Secret clearance with SCI eligibility (U.S. citizenship required). Preferred Qualifications: Master’s Degree or attendance at Service Command and General Staff College. Background in U.S. Air Force JEMSO operations. Experience coordinating with DoD entities, including the Joint Staff, OSD, and INDOPACOM's Service Components, as well as non-DoD organizations like DHS and State Department. Graduate of the Joint Electronic Warfare Theater Operations Course. Familiarity with JEMSO applications and databases (e.g., FADE/MIST, CED). Travel Required:
