Electromagnetic Warfare Spectrum Manager
to provide research, analysis, and planning support to the U.S. Indo-Pacific Command (USINDOPACOM) Operations Directorate as part of a Joint Electromagnetic Spectrum Operations Cell supporting Pacific Air Forces (PACAF) at Joint Base Pearl Harbor-Hickam, Hawaii. Have the experience and knowledge to support Joint Electromagnetic Spectrum Operations (JEMSO) that will ensure freedom of action and mission assurance in all domains throughout the Pacific. You will aid senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM and PACAF senior leader consumption. You'll also provide research and analysis of various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments. This position will identify operational areas of concern, inform planning efforts, and help develop new concepts and identify new capabilities for Electromagnetic Warfare. This position will work directly for the USINDOPACOM JEMSO cell with primary responsibility and place of work embedded at PACAF. Essential Responsibilities: Coordinate between PACAF and USINDOPACOM spectrum offices to exploit, attack, protect, and manage the Electromagnetic Operating Environment (EMOE). Provide advanced electronic analysis support by conducting analysis and study of spectrum data and frequency assignments. Aid senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM and PACAF senior leader consumption. Provide EW spectrum research and analytic detailed study to support JEMSO focused on PACAF operations that will ensure freedom of action and mission assurance in all domains throughout the Indo-Pacific. Provide research and analysis of the EW spectrum to evaluate against related national security policies, military strategies, and capability integration that support USINDOPACOM operations and exercises with a specific focus on PACAF related operation. Utilize state-of-the-art EW spectrum processing/storage tools, technologies, and methodologies to maximize value to the operational mission. Continuously assess the effectiveness of EW spectrum methodologies, tools, and techniques as needed, and provide feedback and recommendations to leadership in support of operational requirements. Minimum Requirements: Bachelor's degree or 18 years of documented Electromagnetic Spectrum management experience. At least 10 years of combined experience in Electromagnetic Warfare (EW) spectrum management operations, capability development and/or policy. At least 3 years of experience at a Combatant Command or Service Component HQ. At least 3 years of experience in the Indo-Pacific Area of Operations. Familiar with INDOPACOM Theater Campaign Plan (TCP), Deliberate and Crisis Action Plans, and Operations Plans (OPLANS). Experience in writing reports, graphics and information papers. Experience analyzing operational data. Proficient at Microsoft Office applications (Word, Excel, PowerPoint). Must have an active Top-Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance. Preferred Qualifications: Master's Degree and/or attendance at Service Command and General Staff College. Background in U.S. Air Force JEMSO operations. Experience coordinating with other Department of Defense (DoD) entities, including the Joint Staff, the Office of the Secretary of Defense and INDOPACOM's Service Components as well as non-DoD organizations such as DHS and State Department. Graduate of Joint Electronic Warfare Theater Operations Course. Familiar with JEMSO applications and databases (FADE/MIST, CED, etc.)
