DARPA Lead Technical Systems Engineering Technical Advisory (SETA)

Candidate sought to provide on-site technical and program management support to DARPA program manager(s) by participating in or leading all activities in project management, technical and programmatic risk analysis, and program-funded test coordination.

The successful candidate will support the DARPA program manager by supporting or leading all activities in project management, technical and programmatic risk analysis, and program-funded test coordination. The candidate will also be responsible for coordinating meetings, assessing performer technical progress, projecting performer outcomes, and ensuring that project management best practices are followed by performers, independent verification and validation (IV&V) entities funded by DARPA, and within DARPA itself.

Ideal candidate should possess technical research, development and engineering experience across a breadth of DoD projects, including but not limited to electronic warfare, radar / synthetic aperture radar, electronics, and signatures. Relevant skills include signal analysis and electronic hardware and software design. Exemplary candidates will also have demonstrated an ability to learn new subjects and gain rapid insights into current and next generation research topics, preferably with hands-on leadership of research programs at the performer level. Ideally, this will include experience and comfort reading academic journals and doing academic research in niche technical areas such as novel circuits, systems, circuits and systems architectures, and signal processing approaches and algorithms.

Active Secret DoD Clearance. US citizenship required per contract. Background in physics, power electronics, and/or mathematics. At least 5 years' experience with applied physics and new technology development work, preferably with experience building and testing hardware. Prior experience working programs at DARPA as a technical and program management support contractor. Demonstrated program management expertise, with over 5 years following program management best practices in a research environment, preferably as a project lead. Expertise and strong interest in the above technical areas. Ability to quickly learn unfamiliar areas needed to broadly support program goals. Proficient in Microsoft Office Suite, including MS Project. Demonstrated attention to detail. Excellent written and oral communication skills - to include via PowerPoint. Self-starter who is willing to both take the lead and provide support in a team role in a complex, fast-paced, cross-disciplinary work environment. Strong organization skills with the ability to multi-task and respond to quick turn-around requests. Flexible and readily adaptable to change. Responsibilities could include:

Lead periodic (monthly or bi-weekly) performer assessments to analyze program, technical and schedule risks; develop risk mitigation strategies; communicate findings to program manager Evaluate and guide technical reports, briefings, and other performer communications Engage stakeholders and collaborators across the various DoD agencies and services Shape and oversee early operational analysis Administer programmatics, including development of technical analyses, identification of technology gaps, technical risk management, project cost estimation, technology transfer efforts, as well as supporting technical reviews Prepare DARPA work products including presentations and reports Attend and organize program reviews/site visits/field tests Support research solicitation development and source selection activities
