Epsilon C5I (www.epsilonsystems.com/c5i), focused on software development and systems engineering for complex command, control, intelligence and combat systems is seeking a Subject Matter Expert (SME) with at least 15 years' experience in SIGINT Systems for work in Arlington, VA.

Summary:

In this role, you will be tasked with providing engineering and development support for the US Navy's Ship's Signal Exploitation Equipment (SSEE) Family of Systems (FoS) and Cryptologic Carry-On Program (CCOP). Provide liaison and technical support type duties to the Cryptologic Carry-On Program (CCOP) and Program of Record (POR) cryptologic systems, including remoting capable systems. Provide SIGINT system engineering support, support the strategic planning and implementation of Distributed SIGINT Operations (DSO) tenets, support information operations (IO) technology testing, conduct SIGINT and IO technical support studies, and work with stakeholders to determine requirements based on needs, expectations, constraints, and external interfaces. Leverage SIGINT and non-SIGINT data sources to close discovery gaps, optimize client systems, and enhance the client's ability to pursue essential data. Apply advanced consulting skills or extensive technical expertise, including full industry knowledge. Develop innovative solutions to complex problems, work without considerable direction, and mentor and supervise team members. Advise stakeholders and customer on SIGINT system and subsystem engineering analysis, including deficiency reporting and tracking, coordination of system restoral efforts after planned or unplanned outages, feasibility studies, data analysis, and participation in engineering or software design reviews. Provide recommended enhancements specifically around SIGINT operations. Provide systems engineering support for maintenance of and upgrades to existing systems, and for the integration of new capabilities to support expanded IO roles or tasks, including remoting, target analysis, and IO mission management support. Participate in the development and track completion of a Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities - Policy (DOTMLPF-P) action plan to implement tactics, techniques, and procedures (TTP) in support of DSO requirements definition and analysis.

The ideal SIGINT SME will become an integral member of our unique team of technical and business experts that provide operational support for Systems Engineering and Integration, Mission Planning, and Business Operations to multiple functional mission areas. The team is responsible for the technical design, operations, and mission planning and business operations for the full life cycle of customer specific operations (from concept through development and installation/O&M).

In this role, the SIGINT SME will act as a Technical Advisor/Consultant to critical SI/SETA activities and serve as a primary interface between the Program customers/stakeholders, the technical development team, and end users. They will ensure robust requirements definitions, execution and development processes, solutions and support testing/training before technical capabilities deployment. Be a SME in contract acquisition /life-cycle management. They will be expected to support multiple efforts and will assist the customer in making informed decisions related to requirements and developments. They will also assist with the deployment of technical capabilities while serving as a focal point to balance various equities and operational considerations.

Duties and Responsibilites

Research, develop, and implement solutions related to monitoring and analyzing signals of interest within the Ship's Exploitation Space (SSES). Conduct research in the areas of signal exploitation Perform systems engineering, software design and development, algorithm development, integration, and test (I&T), and deployment support to facilitate the integration and evaluation of developed SSEE capabilities. Develop and execute test plans and provide engineering support for prototype demonstrations, fleet evaluations, and system testing. Participate in meetings, working groups, technical discussions, and program reviews associated with the work performed in this project to increase knowledge and understanding of the technical requirements for the research, development, integration, test/experimentation, and delivery of end products to the user. Provide project briefing materials upon request. Frequently interacts with customers and functional peer groups. Interaction normally requires the ability to gain cooperation of others, oversee production, and maintain work schedules. Communicates with other program personnel, government overseers and senior executives. Required Qualifications:

Bachelors Degree and 15+ years Signals Intelligence (SIGINT) experience. Additional related experience may substitute for a degree. Understanding of Tactical Processing, Exploitation and Dissemination (PED) challenges. 10 + years experience in SIGINT collection 10+ years' experience in PED from various ISR sensors and platforms. Previous experience working within the national intelligence community Formal technical training with system maintenance or operations of USN Tactical Cryptologic Systems providing Information Warfare (IW) capabilities from one of the following: OEM Factory training, USN IWTC training schoolhouse, or ISEA training schoolhouse. At least fifteen (15+) years of hands-on experience with SSEE FoS and CCOP systems to include the following areas: Systems Requirements, Operational Requirements, Test & Evaluation, and Training. Recognized expert who has demonstrated industry and public service leadership in relevant technical field Recent C5I networks or other relevant network experience in the design, integration, analysis, troubleshooting, documenting, programming and operation of computer equipment and networks. 10+ years of experience supporting a military and government cryptologic mission, including SIGINT system and sub-system engineering analysis or integration of capabilities Experience with mission planning as a military or government Operational Planning Team Lead to conceptualize, develop, and staff courses of action Minimum 12 years of directly relevant professional experience in the design, testing, production, fielding, and mission support of RF SIGINT or EW systems. Demonstrated expertise in RF SIGINT or EW system design, signal processing, mission software development, processing exploitation and dissemination (PED), aircraft integration, calibration, and testing. Detailed experience with the US DoD and/or IC customer base and customer mission objectives within the government national defense industry Demonstrated knowledge of program management processes for execution of complex proposals and programs. Experience leading QRC, high risk, and significant value RDT&E programs. Demonstrated experience leading advanced technology teams to success Expert technical prioritization and systems engineering skills Strong leadership, teaming, and motivational skills Experience developing technical baselines New business creation, including customer briefings, the generation of white papers, ROMs, proposals, and Gate Review packages Deep understanding of airborne RADAR, Electronic Warfare, and Cyber systems. Experience supporting SIGINT and Cryptologic strategic, operational, and tactical environments (Naval experience is a MUST) Experience with MQ-4C or TRITON, and P-8A Poseidon INC3 or BLK2 Experience with Classic Reach, SSEE INC E and F, SPECTRAL, or CCOP systems Knowledge of both Fleet and National SIGINT architectures and network designs Ability to develop associated strategies and implementation planning for future cryptologic CCOP and POR systems, including unmanned capabilities Knowledge of DoD System Architecture and system design documentation. Strong interpersonal skills, telephone etiquette, and professional demeanor. Excellent oral and written communication skills. Effective team player with highly proficient customer service skills. Flexible and able to work in a dynamic, team-oriented environment. Advanced level user in Microsoft Office application (Word, Excel, and PowerPoint, Visio). Must hold an active DoD Top Secret/SCI clearance. Preferred Qualifications:

Experience leading and organizing working groups Knowledge of Offensive Cyberspace Operations (OCO), Defensive Cyberspace Operations (DCO), SIGINT, IO, space, electronic warfare, and electromagnetic spectrum operations Ability to develop written artifacts supporting SIGINT operations 15+ years of experience in program management capturing and managing medium to large ($50M-$100M) programs and business portfolios Project Management Professional (PMP) certification Extensive programmatic and technical background in both Government and commercial markets Extensive knowledge of Department of Defense (DoD) Signals Intelligence (SIGINT) mission, systems, operations, and acquisition process Program Management experience for multi-vendor teams using LOE, Completion and Performance Based contracts These Qualifications Would be Nice to Have: Programmatic experience encompassing EVM, CMMI, ECPs, ICD 801 and accounting systems
