Job Summary Under the general direction of the Senior Associate Vice President of Finance and Business Services, the University Bursar manages and directs the operations of the Bursar's Office in order to provide exceptional customer service in all aspects of Student Financial Services and University Collections. Manage all phases of the Student Accounts, Cashiering Services, Collections, Tower Card (University ID Card Program), and Systems Support for Student Information System, CASHNet, ECSI, etc., within the guidance of the University's mission and strategic plan. The position interprets and applies complex federal, state, local, banking, university and other fiscal regulations for compliance. The University Bursar develops departmental long-range planning, conducts assessments of the impact of new programs to the university students and community, develops policy, and implements programs with consideration of compliance and audit issues. As the University Bursar, the incumbent is expected to demonstrate organizational awareness, establish and maintain effective working relationships, mitigate risk where appropriate through knowledge of policies and procedures, think globally, and adapt to changing priorities, situations, and demands. The incumbent will look for ways to promote quality and continuous improvement. As a member of the Finance and Business Services (FABS) Leadership Team, the University Bursar is responsible for leading, guiding, developing, coordinating and ensuring the completion of all tasks, projects, and administrative mandates necessary to achieve department, division, and University goals. The Bursar is also responsible for developing broad and collegial relationships with key stakeholders throughout the University, the CSU and external customers. Key Responsibilities Oversee Bursar's Office operations, including Cashiers and Tower Card, ensuring secure and compliant handling of university cash transactions and student financial records. Manage fiscal year-end tasks, including deferred revenue, tuition discounting, bad debt expenses, and aged receivables for write-offs. Maintain tuition/fee billing systems, assessment rules, and invoicing in compliance with state and campus guidelines. Supervise delinquent account collections and manage third-party student-related invoicing. Ensure federal funds disbursements comply with U.S. Department of Education regulations and oversee efficient student refund processing. File federal 1098-T Tuition Statements and implement standards for PCI DSS-compliant credit card payments. Audit university deposits, satellite cashiering, and cash handling to prepare for external audits and optimize financial practices. Develop strategic plans to improve operations, address challenges, and implement technology advancements. Knowledge, Skills & Abilities Thorough knowledge of Federal financial aid regulations for the disbursement of funds, collection techniques, cash management practices, personnel management techniques, business management and accounting principles and procedures. Ability to set vision and establish strategy for the Bursar's Office. Working knowledge of higher education financial software systems. Ability to interpret and apply applicable rules, regulations, policies and procedures, and analyze situations accurately to adopt effective courses of action. Ability to learn state, California State University, and SJSU policies and procedures applicable to student fees, financial aid, banking regulations. Ability to effectively manage and evaluate the work of staff; assign duties and responsibilities; oversee the work assignments to ensure work is done accurately and timely; and provide personnel development. Ability to define problems, collect data, establish facts, draw valid conclusions and prepare clear, concise reports. Ability to lead business meetings in an organized fashion and be a Project Leader. Ability to maintain personal composure in high stress situations as well as establish and maintain effective working relationships with others. Ability to empower and motivate employees to reach top performance as well communicate a vision and strategy. Excellent oral and written communication skills. Ability to effectively establish and maintain cooperative working relationships within a diverse multicultural environment. Ability to work effectively with diverse populations and avoid harassing and/or discriminatory behavior. Maintains contact with customers and solicits feedback for improved services. Ability to communicate with constituents in a professional and respectful manner. Required Qualifications Bachelor's Degree in Finance, Accounting, or Business. Seven or more years of full time progressively responsible experience in the administration of student disbursements and accounting, collection or cashiering functions. Experience must include at least 4 years in a managerial role. Preferred Qualifications California State University experience in administration of student financial aid accounting, collection or cashiering functions. Supervisory accounting experience in higher education. Experience with automated financial and student information systems involving relational databases. Experience with Higher Education Student Financial systems and/or PeopleSoft applications. Experience managing large complex projects. Compensation Classification: Administrator III Anticipated Hiring Range: $12,083/month - $12,750/month CSU Salary Range: $6,891/month - $22,119/month The final hiring salary will be commensurate with experience.
