The duration of the position is expected to last six months. The Office of Research Director of Compliance (DC) directs the Financial Conflict of Interest and Faculty Outside Work for Compensation programs for the UW. These programs are essential to protect the integrity and credibility of activities related to research, teaching, and technology transfer at the University, as well as in maintaining public trust and confidence in the UW and its employees. The Compliance Specialist (CS) reports to the DC and has delegated authority to perform professional-level administration and coordination for the conflicts of interest and outside work programs in the Office of Research. POSITION PURPOSE To provide professional-level administration and coordination in the areas of conflict of interest and outside work programs in the Office of Research, under the direction of the Director of Compliance. DUTIES AND RESPONSIBILITIES 40% - Faculty Outside Work Program Under the guidance of the DC, the CS manages intake process of Faculty Outside Work Forms as prescribed by Executive Order No 57. Responsible for document intake and preliminary analysis, data entry, acknowledgement of forms not requiring deeper review, approval tracking, approval issuance, and program metrics. Primary responsibility for database and related records retention management, making annual recommendations to the DC for disposition. Analysis of forms, elevating those requiring deeper review to the DC with review recommendations up to and including recommendations for conflict management. Act as a service and inquiry point of contact for faculty and administrators via phone and email for the Outside Work program. Under the direction of the DC, this position will also be responsible for special projects and reports related to Faculty Outside Work.40% - Financial Conflict of Interest (FCOI) Program The CS will support the FCOI program by conducting pre-reviews of the Significant Financial Interest (SFI) and Technology Transfer disclosures. The CS will also conduct the pre-review and preliminary review of SFI for Advance Budget Requests and Budget Extension Requests. The CS collaborates with University researchers and administrators within the schools and colleges to ensure SFI disclosures are submitted in a timely and accurate manner. The CS will also work with University partner offices to ensure researcher compliance with GIM 10. The CS will ensure delivery of management plans to Investigators, appropriate leadership, and relevant University offices (e.g. the Office of Sponsored Programs and the Human Subjects Division). In addition, the CS will work with the Compliance Team to ensure accurate tracking of required FCOI training for faculty and assist with maintaining FCOI database records and workflows.20% - Compliance and Coordination Using technical knowledge of State and Federal Regulations, and the University policies for Financial Conflict of Interest Policy (GIM 10) and Outside Professional Work Policy (Executive Order 57), the CS helps ensure compliance of UW Faculty and Investigators. The CS coordinates with researchers and research administrators and communicates with department chairs and administrators, to ensure compliance is documented in the relevant University systems that support the work (i.e., Financial Interest Disclosure System), and serves as liaison to other central campus offices for inquiries related to conflicts of interest (e.g. CoMotion (technology transfer office), Office of Sponsored Programs, Human Subjects Division). The CS may also assist the Compliance team in the coordination of expanded monitoring of compliance with Outside Professional Work for Compensation, associated Significant Financial Interest (SFI) disclosures, and compliance with issued Conflict Management Plans (CMPs).The CS: Conducts preliminary review of Requests for Approval of Outside Professional Work for Compensation (Form 1460). Conducts pre-reviews on SFI disclosures. Conducts pre-review and preliminary review of SFI for Advance Budget Requests and Budget Extension Requests. Conducts pre-review for Technology Transfer disclosures. Collaborates with University researchers and departments to ensure SFI disclosures are submitted in a timely and accurate manner. Communicates with central campus offices as needed to ensure compliance with FCOI policy in research, teaching, and technology transfer. In collaboration with the Compliance Team, supports implementation of University initiatives or training to reduce administrative burden on researchers while enhancing overall compliance. Reviews and certifies accuracy of Public Health Service (PHS), Department of Energy and other federal agency Public Reporting Data. MINIMUM REQUIREMENTS Bachelors degree in business, science, communications or risk assessment. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS Experience working with Financial Conflict of Interest (FCOI) or Outside Professional Work policies. Experience working in the field of research compliance or research administration in a scientific, research or academic setting. Demonstrated ability to fully understand, interpret, and effectively communicate research compliance requirements. Strong organizational and time-management skills. Ability to work independently and in a team setting. Ability to work with a diverse community, including faculty, research administrators, and other staff. Demonstrated ability to communicate effectively, both orally and in written form.
