Summary You will serve as a PROGRAM ANALYST in the Planning, Design, and Construction (PDC) Directorate of NAVFAC OSF. Responsibilities You will evaluate and advise on various organizational missions, structures, business methodologies, administrative practices, and management strategies for the program(s) and operations You will participate in the development, implementation, maintenance, review, and evaluation of both long- and short-term resource and program plans. You will support and advise on the reprogramming of funds and funding levels in response to changes in workload and mission. You will monitor contractor performance and address execution issues. You will conduct budget, financial, and resource analyses, offering recommendations to support cost comparisons and evaluate the benefits of current or projected programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Comprehensive knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent and policies for both annual and revolving funds. 2) Knowledge of the sources, types and methods of funding for assigned budgets, and the budgetary and financial relationship between the assigned budget" and the budget and programs of other products lines.3) Knowledge and skill in analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and milestones.4) Comprehensive knowledge and understanding of the PWD budget formation process, both Working Capital Fund and General Fund, in order to assure that budget forecasts, estimates and submissions conform to requirements, guidelines, and financial objectives.
