Summary You will serve as a Management Analyst in the Commander Navy Installation Command (CNIC) of COMMANDER - NAVAL INSTALLATIONS. Responsibilities You will serve as a subject matter expert on the administration, evaluation of command programs and business operations. You will develop comprehensive plans and strategies for internal and external integration of day-to-day and long range projects, actions and activities. You will evaluate existing internal processes and procedures and prepare findings and recommendations for improvement to administrative systems, resource allocations and policy changes. You will develop and evaluate alternative tools for program evaluation and cost-benefit analysis in order to perform consistent, continuing, effective assessment. You will provide expert advice and respond to request for information and collaboration in the identification, review, development and resolution of issues. You will schedule, plan, manage and implement daily and recurring meetings and special projects. You will be the master planner for travel, making recommendations for senior level engagements, utilizing official systems to accomplish orders and serve as steward of government resources. You will draft, review and edit written materials, including program guidance, informational/decision memoranda, pre-meeting background briefings, talking points for seniors' meetings, speeches, testimony and decision proposals/justifications. Requirements Conditions of Employment Qualifications FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathering and maintaining complex information across multiple information management systems; 2) Developing and providing briefings and reports to executive leaders on program issue/status; 3) Providing technical and administrative guidance on the planning, evaluation and/or improvement of operations, programs and policies; 4) Applying quantitative and qualitative methods, fact finding, and investigative techniques to provide executive leadership with information for making decisions. FOR GS 12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining and communicating complex information across multiple information management systems; 2) Developing and providing briefings and reports to executive leaders on program issue/status; and 3) Providing administrative guidance on the evaluation and/or improvement of operations, programs and policies.
