As a Business Analyst II, your work will directly contribute to this mission, significantly impacting the lives of those we serve.


Over the years, CCC has innovated service design by creating specialized programs that meet the needs of very specific population segments. The organization has also created unique practices to better integrate resources across these complex programs.


These innovation "experiments" have generated, and continue to generate, a rich dataset that can finally be used to evaluate various hypotheses on how to best generate good outcomes among our complex clients.


As the Business Analytics Partner, Senior, you will be part of a great team of people with a strong sense of advancing the innovative work of CCC. You will be a core resource to CCC's "Advance Analytics Innovation Funnel." This will be CCC's core capability for vetting numerous business hypotheses that could benefit from a more disciplined quantitative and qualitative analysis approach. In collaboration with business leaders, you will also be an essential resource for driving data-driven decision-making throughout the organization.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


Partner with business leaders to perform project-based business analysis.


  • Gather requirements and expectations on the analysis being requested.
  • In collaboration with other OII members, identify subject matter experts who will act as resources in analysis.
  • In collaboration with the project owner, create an approach plan for analysis.
  • Lead projects with collaboration from leaders through analysis completion.
  • Participate in leadership meetings that review operational performance and strategic initiatives as needed.
  • Consult with leaders on decision-making through data analysis projects.

Conduct advanced analysis as needed to advance CCC's strategy on innovation and integration:


  • Design and perform descriptive analysis to answer business questions and generate business insights.
  • Design and perform inferential/statistical analysis to answer business questions and generate business insights.
  • Identify data elements and data sources to be used for the analysis project.
  • Collaborate with the data engineering team to extract and transform datasets needed for the analysis project.
  • Review, validate, audit, cleanse, and update the dataset.
  • In collaboration with business partners, document all business rules and assumptions used in the analysis.
  • With support from the OII leadership team, create presentations and written reports on the findings of the analysis work.

Act as a resource and partner in advancing the practice of advanced analysis in CCC:


  • Participate as a critical member of CCC communities of practice for analytics.
  • Consult with or advise staff on defining the approach and techniques to perform quantitative analysis as part of a project or their day-to-day jobs.
  • Assist staff in interpreting, explaining, and/or communicating analysis findings.
  • Maintain a library of internal and external datasets that can be used for advanced analysis.
  • Maintain a library of quantitative modeling tools used in assigned projects to share methodologies with peers.

Act as a resource and partner in external facing analysis projects:


  • As assigned, act as a resource to analyze the project in collaboration with an external partner.
  • As requested, provide consultation or advice on an analysis project in collaboration with an external partner.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Perform other duties as assigned.

SKILLS AND ABILITIES:


  • Gather requirements and define project scope related to analysis projects.
  • Advanced data-design skills (table design, data/feature engineering, data schema design, metric creation, etc.).
  • Proficiency with a scripting language as needed in data transformation work (Python, SQL, etc.).
  • Proficiency with a low-code business intelligence application (Power BI, Tableau, Alteryx, etc.).
  • Proficiency with advanced Excel functionalities (Pivot table, Power Pivot, Vlookup/Hlookup, etc.).
  • Able to create quantitative models (ex. Multi-year forecast, scenario modeling, pareto analysis, cannibalization modeling, etc.).
  • Knowledge of statistical or machine learning applications (R, Python, Dataiku, DataRobot, Alteryx ML modules, etc.).
  • Able to translate and apply business knowledge to data analysis.
  • Able to work in a matrix and cross-functional team environment.
  • Able to communicate and socialize with professionals from diverse professional backgrounds.
  • Able to work with data engineers and data developers in a collaborative environment.
  • Exhibit creativity.
  • Be able to handle uncertainty and ambiguity.

MINIMUM QUALIFICATIONS:


  • Master's Degree in Finance, Business Management, Economics, Applied Mathematics, Statistics, or related; AND Five years of industry related experience that includes project management and a combination of the following: analytical, data management and reporting, computer/programming and/or business experience. OR Equivalent combination of education and experience.

Advanced level skills combination in:


  • BI application (Power BI, Tableau and similar).
  • ETL Application (SQL, Python, Alteryx, and similar).
  • Machine Learning (Python, Alteryx, Dataiku, DataRobot, AWS Stack, Google Stack and similar).
  • Advanced level skills in Excel.
  • Must pass a pre-employment drug test, TB test, and background check.
  • Must possess a current driver's license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial driver training within 60 days of being an approved driver and continued recertification training. Must maintain a minimum vehicle insurance coverage of $100,000/$300,000 personal auto liability coverage.
  • Must adhere to all agency policies.

Preferred Qualifications:


  • Actuarial analytics using healthcare claims data (Medicare, Medicaid, managed care, or private insurance).
  • Marketing or business planning analytics within a service industry segment.
  • Experience within a healthcare provider or health plan setting.
  • Business planning in other industry settings not mentioned above.
