WHO YOU ARE Senior leader of the Estimating Compliance and Applications Team (ECAT) within RMS contracts. Role includes scope such as 1) Day-to-day management of the ECAT professionals, 2) Guidance to RMS proposal teams on options for maintaining compliance with RFP requirements, USG regulations, Estimating Business System, and LM / RMS policies, 3) Representing RMS on the Corporate Estimating Council and lead RMS participants on CEC sub-councils, 4) Representing RMS with DCAA Resident Auditors and DCMA as it relates to proposals and the Estimating System, 5) Serving as Value Stream Business Area Representative (VSBAR) for RMS on all Estimating/Pricing related discussions and decisions related to 1LMX implementation, and 6) Partnering with the RMS VP, Contracts on estimating strategies, proposal metrics and efficiencies, and alternate cost or pricing data strategies.
Further detailed scope of the role includes: •Managing the Estimating Business System and maintain compliance with USG regulations and policy. Understand the necessary artifacts/policies utilized by estimating from other Business Systems in support of the RMS proposal process. •Leading the Estimating Compliance team which reviews all RMS Truthful Cost or Pricing Data for Adequacy and Compliance with the FAR, DFARS, and RMS policies and procedures. •Leading the Applications/Tools team responsible for all Estimating/Pricing tools including genBOE, PROPRICER, and the Proposal Log Database. •Serving as RMS VSBAR for all estimating/pricing discussions and decisions. Attend 1LMX Workshops. Work cross functionally and cross Business Area to develop 1LMX solutions that meet the LM pricing/estimating business needs. •Developing training to support the RMS Pricing team and RMS proposal teams. •Ownership of all RMS Estimating command media. Responsible for keeping estimating-related command media current and reviewing other F&BO command media to ensure no conflicts with estimating command media. •Developing proposal timeliness and quality statistics on a monthly/quarterly basis.

Basic Qualifications
•Experience in estimating compliance and applications. •Experience in proposal development. •Demonstrated experience in developing / managing / complying with cost estimating policies and procedures. •Demonstrated expertise in the FAR / DFARS as it relates to Truthful Cost or Pricing Data, proposal compliance, and adequacy. •Demonstrated experience with estimating related tools and requirements (e.g., genBOE, PROPRICER, and the Proposal Log Database) •Demonstrated experiencing presenting complex topics in succinct manner with leadership. •Demonstrated experience interfacing with various government customers, audit teams, and internal management.
Desired skills
•Experience in shaping USG and service-level policy and actions as it relates to proposal streamlining and alternative cost or pricing data strategies.

Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
National Pay Statement
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, Washington or Washington DC is $121,300 - $232,400. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
Benefits offered:
Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
