Why does the job exist?
This position ensures the departmental program areas adhere to all procurement statue, rules, regulations, and standard operating procedures to ensure purchasing methods are being utilized. Provide guidance to end users regarding procurement code procedures. Train new employees as needed. Fill in for Purchasing Agent Supervisor during short-term periods of absences. Attend mandatory, department, and work related training as required. Also attend Procurement Training when available. Accurately determines the best sources considering cost, quality of goods, and services, delivery time, and compliance with the New Mexico Procurement Code, New Mexico Administrative Code, and MAPS. Assists District One personnel in determining agency procurement needs. Performs the full range of duties involved in the procurement or contract process and direct procurement/contracting operations within the District One or a major statewide procurement or contracting program. Comply with New Mexico Procurement Code, New Mexico Administrative Code, Governmental Conduct Act, agency policies and procedures, rules, and regulations, Federal, and New Mexico State Regulations. Reviews accounting reports, contracts, and agreements for compliance with state and federal regulations.
How does it get done?
Some key responsibilities to this position are audit incoming requistions to include procurement method, accounting codes, and supporting documentation. Creating and maintaining Special Project files. Establishing purchase orders for the Beginning of Fiscal Year Purchase Orders. Which include the Departments utilities, (gas/electric/water/sewer), telecommunications, building rental leases, equipment leases (photocopiers/mail machines/post office box rentals), subscriptions, membership dues, IT/Hardware software agreements. Assist as a back up on Bulk Fuel payments, requisition that require the General Offices review and approval, assist with requisitions for Reallocation of Budget. Oversee the department and Staff when Supervisor is absent to ensure that day to day operations are being taken care of. Process all direct payments and Operating Transfers for District 1. Critical thinking, communication, and extensive job knowledge are especially critical for success in this position. The ability to carry a high workload and meet stringent deadlines with minimum to zero errors. This position operates with a high degree of independence with effective management of work priorities and accurate completion of tasks/processes.

Experience with data entry, filing and meeting tight deadlines. Working with vendors, suppliers and agency personnel. Excellent customer service skills. Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.
