The Administrative Services Division (ASD) provides the highest level of quality services to the Department while ensuring maximum accountability and financial control through efficient and strengthened business processes, ensures safe and risk-free management of the agency's financial resources, promotes the recruitment and retention of a quality workforce, and works diligently to support law enforcement agencies throughout the State of New Mexico. Why does the job exist?The ASD Management Analyst provides complex, interrelated and high-level managerial, analytical and technical support to the Division Director, Deputy Director, Special Projects Director, and five (5) Bureaus (Budget, Human Resources, Finance, Contracts/Procurement and Grants Management) in the Administrative Services Division (ASD) on a daily, weekly, monthly and as-needed basis. This position will ensure compliance via analyzing information, research, and using multiple databases. How does it get done?DATA ANALYSIS1 - Assist with development of reports to include data mining and analysis of data from SHARE Financials, web-based subscription software, and other databases.2 - Implement and monitor data collection.3 - Identify challenges to data collection and validation, and recommend and implement solutions.4 - Develop and manage online questionnaires and response metrics for all bureausTECHNICAL CONSULTANT1 - Collaborates with internal bureaus/divisions and external entities on the planning, preparation, implementation, and evaluation of technical assistance, policy or non-regulatory guidance, as well as offers technical assistance to grantees regarding fiscal responsibility of grants awarded through the Division;2 - Coordinate all ASD trainings and special events for the Department.3 - Consult with the ASD Director, Deputy Director and Bureau Chiefs on business operations, meeting regularly to present information and make recommendations for improvements.4 - Draft technical business operations documents for partner agencies such as General Services Department's Contracts Review Bureau, Department of Information Technology, Department of Finance and Administration, and State Personnel Office.BUDGET AND FINANCIAL1 - Monitors division budgets in SHARE and all other databases, ensures federal, state and other accountabilityrequirements are met, completes detailed financial reports on a weekly and quarterly basis;2 - Manage and oversee ASD's procurement, travel, invoicing and internal work orders processes and documents to ensure all documents and transactions are processed timely and accurately.ADMINISTRATIVE SUPPORT1 - Assist with development of strategic planning and support with monthly tracking of actions and quarterly overview meeting long-term goals for the Division Director.2 - Manage the flow of Fiscal Impact Requests (FIRs) during legislative sessions, and other legislative duties as assigned.3 - Prepare and distribute the Division's quarterly newsletter to the agency.4 - Improve upon, and develop new, business operation processes and systems, developing solutions to implement improvements, provide training and reference materials to staff, and monitor results for effectiveness. Who are the customers?Work is performed for ASD staff to support the Department's administrative, budgetary, financial and human resource needs. Ideal CandidateThe ideal candidate will have a bachelor's degree in business administration and at least four (4) years of experience in program or project management, to include performing complex administrative duties requiring analysis and implementation of business process improvements. Demonstrated proficiency with Microsoft Excel to include data mining and pivot tables, Word and Power Point. Experience with preparing reports and presentations for internal and external stakeholders is desirable. Excellent verbal and written skills to effectively communicate with internal and external customers at all organization levels. Experience with SHARE Financial and Human Capital modules is preferred. Minimum QualificationBachelor's Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning. Must possess and maintain a valid driver's license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certificate within six (6) months of date of hire. Local travel is required. In-state travel may be required. Overtime will be required to meet deadlines, peak performance periods, time-sensitive information requests and projects, and during the legislative session. Working ConditionsWork is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals(VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines.
