Why does the job exist?
This position is responsible for creating and supporting both custom-built and off-the-shelf software applications designed to improve the General Services Department¿s (GSD) business processes. The role ensures program needs are met while maintaining applications and databases in a secure and stable IT environment. Working collaboratively with team members, this position provides software development services across all phases of the application development life cycle.
How does it get done?
Key responsibilities:
- Independently performs complex assignments, including the design and development of applications, databases, and processes.- Contributes to all stages of project development, including systems analysis, requirements gathering and documentation, program design, coding, testing, implementation, and deployment.- Provides technical and customer support, including the design, installation, management, and performance monitoring of GSD applications and databases.- Demonstrates a strong understanding of code design and logic, excellent debugging skills, and takes responsibility for the end-to-end lifecycle of in-house custom-built applications and databases.- Collaborates with stakeholders, technical staff, and vendors to discover, document, and develop system requirements for both custom and third-party software solutions.- Assists in creating and maintaining documentation for existing and new applications within the General Services Department.

This position supports the General Services Department programs, internal and external customers, third party vendors, and State of New Mexico partner agencies.
Ideal Candidate
The ideal candidate:
- Have a vision for developing systems and applications that will improve the use of automated processes while enhancing both existing and new applications to create greater efficiencies in the GSD program.- Experience and advanced technical skills in the following disciplines:- Full-stack web application development with C#/.NET (WebForms/MVC/Core)- HTML5, CSS3, JavaScript, jQuery, Bootstrap- Relational database experience specifically in MS SQL Server- Reporting and management tools such as SSRS and/or SAP Business Objects- API Development and integration (SOAP and REST)- MS SharePoint and IBM FileNet is a plus
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and four (4) years of experience in software programming. Substitutions Apply. See Substitution Table below.

Employment Requirements
Pre-employment background investigation is required and is conditional pending results. The selected candidate must have and maintain a current and valid Driver¿s License as well as have and maintain a current Defensive Driving Course Certificate from the State of New Mexico; or must pass and receive a Defensive Driving Course Certification within six months of hire, as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. May be required to stand, bend, stoop, and lift and carry up to 25 lbs.
