Job Description
We are seeking a Project Manager to lead a strategic workforce planning effort for a federal public health agency’s human resources operations. This agency’s transition from headquarters-supported operations to an independent, in-house capability necessitates a comprehensive analysis of the agency’s workforce to determine the competencies and skills needed for continued mission execution. The Project Manager will engage directly with client leadership and acquisitions personnel to confirm goals and objectives, identify major milestones, and establish timelines for completing all required work by the end of the project. The ideal candidate should have a strong background in project management, experience working with federal agencies, and a deep understanding of workforce assessment methodologies. Additionally, they should possess excellent communication skills and the ability to effectively collaborate with various stakeholders to ensure project success. The incumbent will oversee the planning, execution, and completion of the workforce assessment project within the agency. Responsibilities:
Refine and implement a detailed workforce assessment plan and working schedule. Coordinate with ASPR stakeholders to gather necessary data and support the completion of workforce interviews. Oversee the analyses of workforce demand, supply, gaps, and risks. Oversee the development of client reports, assessments, and recommendations. Ensure compliance with OPM and GAO best practices for workforce analysis. Lead a team of analysts and subject matter experts throughout the assessment process. Maintain regular communication with the client and internal stakeholders. Monitor project progress, timelines, and budgets. Identify and mitigate project risks. Responsible for the development of briefing materials for ASPR senior leadership. Qualifications:
Masters’ degree or equivalent work experience in disciplines related to Human Capital, Organizational Change Management, or Public Policy. 10+ years’ work experience in federal human capital/human resource operations for federal agencies. 5+ years’ work experience as a Project or Program Manager leading teams of 5+ staff. Experience leading organizational change management projects. Project Management Professional (PMP) certification highly preferred. Additional Information
