Job Description Summary: The Chief Human Resources Officer (CHRO), is responsible for overseeing and leading the Office of Human Resources (OHR) which is responsible for recruiting, engaging, and retaining diverse and high performing staff. In addition, the CHRO leads, develops, implements, and oversees goals, policies, programs, and practices encompassing compensation and benefits, staff development, staff engagement, and retention of employees of the National Academies. The selected executive will serve as a member of the Academies' senior leadership team while leading and directing the management and administration of strategic, financial, and functional unit activities of the Office of Human Resources (OHR), and provide leadership to the Senior Director, Facilities Management and Administrative Services. S/he will lead the OHR Management Team, weighing the impact of team decisions on each functional unit of the Office of Human Resources. Diligently, s/he will ensure the National Academies' compliance with local, state, and federal legislation related to human resources, and ensure quality customer service is delivered to the National Academies' workforce. Additional duties in the CHRO's span of control include ensuring integrity of the National Academies' human resource strategies and objectives, and all human resource responsibilities in addition to championing ongoing business and human resource process re-engineering and improvements.

ESSENTIAL JOB DUTIES: Strategy & Leadership:
Aligns human resource and business strategy in consultation with the presidents of the National Academy of Sciences, National Academy of Engineering, and National Academy of Medicine and senior leaders, the OHR Management Team, and the OHR Advisory Group. Leads and directs all OHR functional areas, including recruitment, compensation and benefits, staff engagement and employee relations, staff development, telecommuting and remote work, HR operations, and HR Analytics. Assures customer-oriented effective and efficient teamwork across human resource units and functional area responsibilities. Evaluates decisions and results of established human resource initiatives and goals. Recommends approaches, policies, and procedures to effect continual improvement of human resource services. Works with each human resource functional area to integrate their functional processes and procedures into a cohesive and effective human resource practice. Serves as a center of expertise and resource to the National Academies and OHR staff on all human resource matters.
Communication & Collaboration:
Develops and sustains ongoing working relationships and collaborates effectively with colleagues across the organization and with constituents outside of the organization to share ideas and expertise. Recommends and develops ways to further strengthen collaboration at the Academies. Fosters an environment that emphasizes and values sharing of knowledge across program and administrative organizational groups as well as broad participation in building consensus. Leads and directs the development and implementation of all human resource communication materials (e.g., external websites, intranet site, written communications, all-staff emails, posters). In partnership with the Office of the Chief Communications Officer, effectively communicates with staff, including approved changes to programs or other matters that impact employees.
Policy & Compliance:
Leads and directs the development and consistent implementation of human resources policies and practices throughout the National Academies. Leads and directs National Academies' responsibilities as mandated through local, state, and federal legislation directly related to human resources (e.g., Unemployment, Equal Employment Opportunity, Affirmative Action, Fair Labor Standards Act, Employee Retirement Income Security Act, Family and Medical Leave Act, and Americans with Disabilities Act). Ensures completion and monitoring of annual Affirmative Action Plan and accurate filing of required regulatory reporting.
In
fulfilling these responsibilities collaborates closely with the Office of the General Counsel.
Financial Management:
Oversees OHR budgets of approximately $50M and a labor footprint of approximately $130M and ensures budget parameters are met. Authorizes expenditures and ensures compliance with applicable regulations and contractual obligations. Provides top leadership with recommendations for annual merit budget and annual benefit renewals/changes. In collaboration with the Office of the Chief Financial Officer, determines expected fringe and leave expenditures to be used in setting annual fringe and leave rates.
Staff Management:
Provides leadership and mentors employees. Oversees a team of HR Functional Area Directors and their staffs. Trains and develops employees to successfully perform current responsibilities and encourages development of staff for future roles. Forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational policies. Initiates personnel actions, including performance and compensation reviews and disciplinary actions.
Assessment & Research:
Consults on human resource functional service responsibilities when reviewed by internal and external functional audits. Analyzes audit results and directs improvement to policy, practice, and/or procedure, based on audit findings. Stays abreast of human resource trends and assesses for best practice and potential impact for the organization. Monitors activities affecting all human resource operations and locations of the National Academies, in the Washington, DC area and Irvine, CA, as well as remote staff in various locations.
Vendor Oversight:
Leads and directs relationships with third-party vendors, consultants, brokers, actuaries, and trustees in administering the National Academies' human resource programs (e.g., healthcare, retirement, EAP, and leave). Ensures vendor contractual compliance and successful partnerships.

Ensures confidential handling of secure, privileged, sensitive, or confidential information and matters, and ensures proper tone for the organization's maintenance and care of this information. When handling secure, privileged, sensitive, or confidential information and matters, maintains strict confidence and exercises care to prevent disclosure to others. Accesses confidential information for work-related reasons only, following the policies and procedures of the organization. Ensures that any privileged, sensitive, or confidential information is securely stored, disposed of, and transmitted according to the Institutional guidance. Education, Experience, Preferences: Minimum Education/Training Requirements:
Bachelor's degree in human resources or related field, or equivalent knowledge. Candidates with Master's degree or higher will be viewed favorably. Participation in the Human Resources Community whether through subcommittee, Board Participation, mentorship programs, or HR certification will also be viewed favorably. Minimum Experience:
Fifteen years of progressive experience in human resource management, with at least ten years supervisory experience in managing primary human resource functions. Full-cycle human resource information systems experience (e.g., Workday) preferred. Laws and Regulations:
