General Summary of Position
The incumbent in this position is responsible and accountable for the management and direction of the operational, personnel and financial activities of the HR Client Services Team functions which provide human resource services to MedStar Georgetown University Hospital (MGUH) leaders and associates. These functions are performed in accordance with all applicable laws and regulations and MGUH philosophy, policies, procedures and standards.
Primary Duties and Responsibilities Administers and maintains all department services in accordance with standards and criteria established by The Joint Commission, State, Local and Federal agencies to ensure compliance to those external requirements. Directs the HR Client Services team in all aspects of HR service delivery. Ensures productivity standards are met, and communicates expectations, driving excellence in customer service including communication, timeliness of service delivery, task completion. Directs project completion for the HR Client Services and Human Resources teams, ensuring that standards and timelines are met, documentation is complete and goals are achieved. Directs employment activities, to ensure that highly qualified associates are recruited and hired for open positions in a timely fashion. Leads high visibility recruitment as necessary. Evaluates trends in recruitment and the job market to recommend recruitment strategies. Researches and documents the effectiveness of various recruitment approaches and implements changes in programs to continually improve the employment services. Ensure compliance with various state and federal regulations. Serves as primary liaison to Occupational Health, Nurse Recruitment and Retention and other departments as necessary, ensuring that District of Columbia and other applicable laws and regulations and client service delivery expectations are met. Performs personnel management functions for the designated area to include, but not limited to: interviewing, hiring, scheduling, coaching, counseling, evaluating and terminating employees as delegated by or with the AVP, HR's approval. Plans, provides and evaluates orientation, training, continuing education programs or other opportunities for learning as delegated for the department and other Hospital staff. Responsible for controlling assigned operational budget within administrative guidelines, minimizing variances, and ensuring monthly variance reports are completed. Participates in budgeting process, making recommendations forecasting needs and suggesting expense reductions. Participates in Hospital, MedStar Corporate and DCHA committee meetings as required. Attends and serves on professional/care service organizations as Human Resource representative. Performs other duties and responsibilities that are appropriate to the position and area. Provides advice and consultation in the interpretation of human resources policies, procedures, and contracts relating to the collective bargaining agreement and how to support and manage employees in a union environment. Acts as the HR representative with labor relations to confer processes, grievances, disciplinary actions, and other employee and labor relations activities. Participates in collective bargaining negotiations.
Minimum Qualifications Education Bachelor's degree (B.A.) in Personnel Management, Public Business Administration or related field required Master's degree preferred Experience 5 years experience inclusive of three years management, three years of union contract negotiation experience and three years employment experience required Licenses and Certifications Professional in Human Resources (PHR)-HRCI preferred Senior Professional in Human Resources (SPHR)-HRCI preferred Knowledge, Skills, and Abilities Excellent oral and written communication skills. Organizational ability to maintain a wide range of recruitment and retention activities. Interpersonal skills necessary to establish and maintain good working relations with the MedStar and Hospital Personnel, applicants and the outside community. This position has a hiring range of $131,497 - $256,630.
