Overview
Barrios Technology has a need for a Staffing and Recruiting Leader (hybrid role) to join the Corporate Human Resources team located in Houston, TX. While this position can be remote, preference is given to local Houston Texas candidates who can come into the office at least 2 days a week.
Barrios is seeking for a dynamic Staffing and Recruiting professional to partner with our business to bring on key talent to our organization. We are looking for a senior, experienced staffing and recruiting leader with full cycle staffing and recruiting experience, from talent sourcing and attracting candidates to interviewing and hiring great employees.
This key position will collaborate with department managers on a regular basis and proactively identify future hiring needs and develop plans to support the business. You should also be able to attract candidates using various sources, like social media networks and employee referrals. The ideal candidate holds an academic HR background combined with recruiting and staffing work experience in hiring, screening, interviewing, and assessing candidates. We are looking for the candidate who wants to develop new and better processes and who has a desire to continually improve processes.

ResponsibilitiesThe Staffing and Recruiting Leader will:
- Design and propose an overall Staffing and Recruiting strategy for the company and annual budget. Identify key events and career fairs to participate and attend.
- Develop staffing and recruiting processes that are effective at filling positions and staying in compliance with legal considerations, as well as Federal Contractor obligations.
- Enhance posting descriptions and specifications to attract the best candidates. Perform job and task analysis to document job requirements and objectives.
- Strategize with management on creative ways to fill positions and gain a stronger candidate base. Prepare recruitment materials and post jobs to appropriate job board/newspapers/colleges, etc.
- Source and recruit candidates by using databases, social media and other sources.
- Screen candidates resumes and job applications. Assess applicants' relevant knowledge, skills, soft skills, experience and aptitudes.
- Develop robust staffing procedures and conduct screening interviews using various reliable recruiting and selection tools/methods to filter candidates within schedule. Provide staffing/interview training and guidance regarding conducting effective interviews.
- Manage the intern program in partnership with Intern Program Manager to recruit, select and extend offers that will result in a successful conversion to full-time future employment.
- Monitor and apply HR recruiting best practices that will promote Barrios as a "best place to work".
- Act as the primary point of contact and build influential candidate relationships during the selection process.
- Maintain great working relationship with other members of the HR team and be the department "expert" in recruiting/staffing.
- Assist with HR initiatives, projects and general HR support.
- Perform other duties as required.
Qualifications
Required Education/Experience/Skills:
- BA/BS Degree, plus ten (10) years of staffing and recruiting experience, or any equivalent combination of education/experience.
- Proven work experience in a recruiting role.
- Solid ability to conduct different types of interviews (structured, competency-based, stress etc.).
- Hands on experience with various selection processes (video interviewing, phone interviewing, reference check etc.).
- Experience successfully operating HR databases, Applicant Tracking Systems and hands-on experience with recruiting software, as well as Human Resource Information Systems.
- Excellent communication and interpersonal skills and the ability to easily build positive and productive relationships.
- Strong decision-making skills.
Preferred Education/Experience/Skills:
- At least two years of experience in a lead/manager role is preferred
- Strong knowledge and experience with OFCCP and other compliance requirements
- Experience/exposure to compensation analysis
- Intern Program and Career Fair planning
- Experience working with managers on developing offers and extending the offers to candidates would be a plus.

- Must be a U.S. Citizen and successfully complete a U.S. government background investigation.
