Job Summary:

The District Manager oversees the operation of all water/wastewater facilities assigned within the District. Directs staff of Licensed Water/Wastewater Operators and Operations Assistants, either directly or by delegation through their District Senior Operators. Manages all facilities for safety, efficiency, and compliance with all local, State, and Federal laws and statutes. Reports to the Statewide Production Manager and Director of Production.

Work Performed:

  • Manages all District staffing and evaluates their performance.
  • Establishes goals and manages the execution of all District operations.
  • Meets routinely with Senior Operators to delegate work and receive status updates.
  • Conducts regular District meetings to both share information and provide an open forum for discussion. Attends various Departmental, Inter-Departmental, Company-wide, and Enterprise-wide meetings and conferences as required.
  • Provides input and assists in the preparation and submission of the District operating budget and capital budget requests.
  • Establish and implement new production procedures and practices within their District.
  • Work with Statewide Production Manager to develop solutions to company-wide production problems and supervise implementation of remedial actions.
  • Monitors the water quality of the drinking water facilities within the District and alerts appropriate persons of potential concerns.
  • Primary liaison for all contractually operated facilities within the District.
  • Provide written input of critical equipment list to Statewide Manager and Director.
  • Update and maintain operational and maintenance procedures, practices, and manuals for all production facilities and systems.
  • Continually reviews the production capacity of the drinking water facilities to ensure the ability to meet demands.
  • Reviews wastewater facility performance history for operational trends and compliance.
  • Assist in the preparation of specifications and solicitation of bids for installation and repair projects performed by other departments or outside contractors.
  • Reviews plant design documents for new designs and repair projects and submits comments in writing. Reviews budgetary expenditures and provides detailed input for O&V Reports.
  • Oversees the start-up and evaluates new equipment installation or facilities modifications. Performs final inspection for accuracy and completeness in accordance with design documents, and provides written feedback.
  • Performs on-call supervision duties as scheduled or required.
  • Work with the safety committee to establish and implement plant facilities safety practices and procedures.
  • Attend seminars and conferences to maintain knowledge of technical advances in the industry, and develop professional networks.
  • Functions as a liaison with other internal departments, and external utilities, regulators, educators, and contractors as required.
  • Evaluate, modify, and implement plant, facility and distribution system alarms, emergency, and crisis management procedures.
  • Prepare work schedules and approve leave of operational staff.
  • Coordinate visits and sampling with Public Health, DNREC, and other agencies.
  • Perform other related duties as required

Qualifications:

  • Ten years’ experience working in the water/wastewater industry; five years of which must have been in some level of management.
  • Excellent English verbal, reading, and written communication skills.
  • Good mechanical and electrical skills; understanding of electronic controls and process.
  • Must possess a Delaware Base Level Drinking Water Operator License with endorsements. May require licenses of other States as assigned.
  • Must possess a minimum of a Delaware Level II Wastewater Operator License. May require licenses of other States as assigned.
  • Proficient with MS Word and MS Excel
  • Ability to read blue prints
  • Proficient with company software for accounting within 3 months.
  • Must maintain a valid Motor Vehicle License.

NOTE: A two year degree from an accredited college with engineering, chemical, biological or related sciences may be substituted for experience on the basis of one year of college equals one year of experience.

Physical Requirements:

  • Pass physical examination
  • Capable of sustained sitting, driving, walking, and climbing.
  • Willingness to work outdoors in various climatic conditions
  • Able to wear respiratory equipment

Candidates must be able to pass a drug screen, pre-employment physical, background check, and have a valid driver’s license. Additionally, must be cleared by Department of Defense to access government facility.
