The Human Resource Director Reports to the Senior Vice President, Chief Strategy Officer and is responsible for guiding, implementing, and managing the overall provision of Human Resources services, policies, and programs for the entire Agency. Originates and leads Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment and the recruitment as well as the ongoing development of a superior work force.

Position Summary:

Outreach is seeking a qualified candidate for the F/T Director of Human Resources position. This position directs Human Resources related duties at the professional level in multiple locations by carrying out responsibilities in all the following functional areas: employee relations, training (with special focus on managers and supervisors), recruitment, retention, benefits, progressive discipline, termination, as well as compliance with all applicable federal, state, and local laws. HR Director's primary work location will be split between Outreach Administrative Office located in Richmond Hill, Queens and a satellite HR office located in Brentwood, LI. The Director will be expected to work out of both locations as needed.

Directly supervises all Human Resources personnel.

Job Scope:
  • Establishes and implements short, and long-range Human Resources department goals, objectives, policies, and operating procedures.
  • Develops, reviews, implements, and provides information on the Agency's Human Resources policies and procedures through a manual and other means.
  • Outlines Agency strategic training and organizational development plan to meet personal, professional, and organizational needs of Agency's employees. This encompasses implementation of employee orientation, development, and training programs (with particular focus on managers and supervisors).
  • Designs and coordinates grievance procedures as well as mediates workplace disputes.
  • Resolves employee relation issues such as employee complaints and harassment allegations.
  • Recommends and maintains the organizational structure and staffing levels to accomplish Agency goals and objectives.
  • Creates company strategic recruitment and selection plan and is directly involved in the recruiting, hiring and termination of staff. This includes the development and implementation of performance management systems encompassing the use of metrics.
  • Analyzes employee data including that obtained from exit interviews and the like and makes recommendations to the executive team for corrective action and continued improvement in hiring and compensation policies.
  • Oversees compensation programs to ensure regulatory compliance and competitive salary levels.
  • Evaluates and provides guidance in the administration and improvement of benefit programs to include: health, retirement, death, disability, employee wellness and unemployment as well as efforts aimed at ensuring employee safety.
  • Coordinates Agency equal opportunity programs to achieve diversity goals.
  • Analyzes company culture and provides recommendations on changes to accomplish Agency goals and objectives.
  • Monitors employee satisfaction through surveys (internal and external) as well as in person interviews to ascertain strengths and weaknesses. Develops and implements appropriate action to maintain high levels of employee satisfaction.
  • Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of the HR department and the services it performs.
  • Ensures compliance with federal and state regulations concerning employment. Partners with employees and management to communicate various Human Resources policies, procedures, laws, standards, and government regulations.
  • Oversees Human Resources' Information System records and compiles reports from database.
  • Evaluates procedures and technology solutions to improve data management in Human Resources.
  • Identifies and recommends Human Resources' outsourcing opportunities and sources potential vendors.
  • Maintains current knowledge base of industry trends, practices, and legal requirements.
  • Leads HR related investigations and prepare reports; and when required, corrective action plans.
  • Works with Senior Management, Directors, and other managers as well as staff groups in developing and implementing strategic plans.

Qualifications:
  • The Human Resources Director's position calls for:

Knowledge of:
  • Contracting, negotiating and change management.
  • Federal, state, and local employment, wage, and salary laws as well as regulations.
  • Applicable human resource statutes and regulations, such as the EEO, ADA, ADEA, COBRA, FMLA, FLSA, HIPAA, OSHA, and Title VII of the Civil Rights Act of 1964.
  • Organizational development theory and practices.
  • Justice Center requirements.
  • Microsoft Excel and Word as well as computerized information skills used in Human Resources applications.

Experience in:
  • Employment law and other government compliance regulations (preferred).
  • Design, development and implementation of salary administration plans and benefit programs.
  • Examining and re-engineering operations and procedures, formulating policy and developing as well as implementing new strategies and procedures.
  • Strategic planning and execution.
  • Additional Functions:
    • Professional written and verbal communication and interpersonal skills.
    • Ability to motivate team to deliver quality services within tight time frames and simultaneously manage several projects.
    • Skilled at participating and facilitating group meetings.
    • Experience in training, particularly at the management level.
  • Position calls for:
    • A graduate degree (possibly a Master's in Human Resources).
    • Minimum of five years progressive experience including management within the Human Resources department.
    • HR certification, while not required, is preferred.
    • Experience working in healthcare or human service organizations is a plus.
    • Ability to:
  1. Analyze and assess training and developmental needs.
  2. Negotiate and manage collective bargaining agreements and alternative dispute resolution processes.

Work Environment:

This job operates in a professional office environment as well as outside in the field. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Must be able to travel among assigned sites and locations as needed.
