Duties
Responsible for developing and maintaining GIS applications, integrations, related web map services and optimization of applications on all platforms. Ensures that projects, support, and operational goals are accomplished by performing assigned duties personally or through subordinates. Leads and coordinates different teams that create or use the company's business applications and platforms. Oversees code updates and may take on different roles as they help colleagues design, develop, test and release software. In the performance of assigned responsibilities, this person must interact with all levels of company employees, and with outside customers, suppliers, contractors, and others. Translates business requirements into functional application specifications using contemporary best practices. Pro-actively identify opportunities to offer an improved experience to users by developing a deep understanding of end-to-end business processes and functions. Creates architecture and design documentation including support documentation and update of existing documentation
Background:
The candidate will provide technical support for the Commission wide IT GIS environment. WSSC has a robust GIS program, with over 15 applications and hundreds of daily users. used to support planning and daily operations across multiple departments. Advanced knowledge of GIS technologies and best practices is needed to ensure support of 24/7 operations. The candidate will provide expert leadership to the program. Coordinates and manages the preparation of analysis, evaluations, and recommendations for proper implementation of GIS systems.
Responsibilities Support implementation and maintenance of the ESRI GIS environment. Collaborate with key stakeholders to elicit requirements and processes. Design software solutions that adhere to programming best practices. Develop customized database programs to enhance COTS products. Create and maintain integrations to external applications. Perform unit testing to validate solutions; assist with user acceptance testing. Follow change management procedures to migrate new solutions to Production. Provide production support by troubleshooting and resolving identified issues. Follow service level agreement (SLA) metrics when resolving production issues. Collaborate with IT team to deliver secure solutions on schedule and on budget. Mitigate security vulnerabilities by working with IT Security and COTS vendor. Work with COTS vendor to support, maintain, and upgrade applications. Configure maintenance objects and business objects in Oracle WAM. General Experience:
Must have experience managing a portfolio of complex initiatives that span one or multiple stakeholders or businesses. Must have expert knowledge and experience in Geographic Information systems. Must have good verbal and written communication skills, and the ability to work in a dynamic work environment.
Must have experience in test driven development. Specialized Experience
At least ten (10) years in a senior role with technical experience in the IT-GIS field directly related to the required area of expertise. Skillset
