Responsibilities

Project Overview: The Capture Director at REI Systems will redefine and optimize the company's capture management processes to drive growth and secure high-value federal contracts. The role involves leading capture efforts for opportunities over $100 million, developing and executing strategic capture plans, and managing cross-functional teams. Key responsibilities include refining capture processes, growing the opportunity pipeline, coaching and mentoring capture professionals, and ensuring alignment with customer requirements. The Capture Director will also lead stakeholder engagement, competitive intelligence efforts, and the development of win strategies, playing a key role in REI's expansion in the federal IT market.

Position Overview: The Capture Director is responsible for leading capture efforts for large federal opportunities (over $50 million). This includes developing capture strategies, managing teams, and ensuring successful proposal outcomes.

Key Responsibilities:

  • Lead Capture Teams: Form and manage cross-functional teams to pursue high-value opportunities, ensuring effective execution and alignment with strategic goals.
  • Capture Strategy & Execution: Develop and implement comprehensive capture plans, including win strategies, timelines, and action backlogs.
  • Scrum Master Role: Oversee the capture process, acting as Scrum Master to ensure tasks are completed on time.
  • Stakeholder Management: Engage leadership and external stakeholders, providing updates and escalating issues as needed.
  • Competitive Intelligence & Proposal Support: Lead competitive analysis, Black Hat sessions, and work with the Proposal Manager to implement win strategies.
  • Partnering Strategy: Manage external partnerships, ensuring collaboration throughout the capture and proposal lifecycle.
  • Budget & Resource Management: Oversee capture budgets and resource allocation, ensuring efficient use of time and budget.
  • Training & Methodology: Maintain REI's capture methodology and provide training and mentorship to the Capture Team.

Qualifications

Basic Qualifications:

  • 15 years of experience in Federal government contracting.
  • 10 years of experience as a Capture Manager, leading successful pursuits.
  • Proven experience capturing federal opportunities valued over $50 million, particularly in the Federal civilian market.
  • Strong interpersonal communication skills, with the ability to influence stakeholders and build relationships.
  • Demonstrated team leadership experience, with the ability to lead cross-functional teams.
  • Project management skills, with a track record of managing complex capture efforts.
  • Established relationships in the Federal government and the contracting community, with a deep understanding of federal procurement processes.

Preferred Qualifications:

  • Experience in organizational process improvement and process design.
  • Proficiency with Salesforce CRM systems, including using and improving them for capture management.
  • Highly proficient in the MS Office suite (Word, Excel, PowerPoint, etc.).
  • Strong skills in metrics and performance management, with the ability to track and report on capture success.
  • Experience with Agile business process management and continuous improvement techniques.

Education: Bachelor's Degree in Business, Information Technology, Computer Science, or another technical related field.

Clearance: Ability to obtain and maintain a clearance is preferred.

Location: Hybrid (One day per week or as needed in the REI SYSTEMS Sterling VA Office).
