Project Overview: Capture Directors at REI Systems play a critical role in the strategic growth and expansion of the company's defense and federal IT portfolio, particularly focusing on the Department of Defense and other relevant federal agencies. This role involves leading efforts across the full lifecycle of business development, from identifying high-value opportunities to securing contracts, delivering successful programs, and fostering long-term client relationships. The Director will guide both capture management and program delivery, ensuring REI maximizes growth potential while delivering on its contracts. This includes not only capturing new contracts but also optimizing the execution and performance of ongoing programs. The Director will leverage deep industry knowledge and play a key role in shaping REI's strategy for pursuing federal contracts, including IT systems for DoD and other agencies. They will provide leadership, expertise, and mentorship across both business development and program delivery teams to drive REI's success in the federal space. Position Overview: The Director, with expertise in federal IT contracting and defense growth programs, will oversee strategic growth efforts for high-value opportunities (individually over $50 million) within the DoD. This role combines capture management and long-term account growth strategy. The Director will guide REI's approach to capturing new opportunities ensuring successful delivery and execution of awarded programs. The Director will act as a Subject Matter Expert (SME) for REI's defense and federal accounts, advising on market trends, customer needs, competitive intelligence, and strategic growth. They will play a hands-on role in both capturing new business and overseeing the execution of awarded contracts, ensuring alignment with client objectives and REI's operational capabilities. Key Responsibilities: Lead Growth, Capture Teams & Program Delivery:

Form and manage cross-functional teams to pursue high-value opportunities within DoD and related accounts. Guide teams in identifying growth areas, expanding the client portfolio, and ensuring successful program delivery across all phases of the contract lifecycle

Growth Strategy & Execution:

Develop and implement growth strategies for key accounts, ensuring alignment with REI's long-term goals. Build a sustainable pipeline by identifying trends and nurturing relationships with stakeholders. Capture Strategy & Proposal Execution:

Lead capture strategy development and proposal execution, ensuring alignment with customer needs and differentiating REI from competitors. Stakeholder Management & Client Engagement:

Act as the primary point of contact for internal and external stakeholders, providing updates and acting as a trusted advisor to foster long-term partnerships. Competitive Intelligence & Market Insights:

Lead competitive analysis efforts and provide insights to inform capture strategies, ensuring REI is positioned to win key opportunities. Resource Management & Budget Oversight:

Manage capture budgets, resource allocation, and program financials to ensure efficiency and alignment with growth and delivery objectives. Training & Methodology:

Maintain REI's business development and program delivery methodologies, providing mentorship and ensuring consistent application of best practices. Partnerships & Alliances:

Identify and manage external partnerships to enhance REI's offerings and ensure collaboration throughout the proposal, capture, and program delivery processes. Growth in Federal Accounts:

Serve as an SME for federal accounts, advising on strategic direction, identifying growth areas, and providing insights to expand REI's federal business.

Qualifications

Basic Qualifications: Experience:

Minimum 10 TO 15 years of experience in business development, capture management, and program delivery in federal contracting, particularly within DoD or related government agencies. Leadership:

Proven ability to lead and manage cross-functional teams, including capture managers, program managers, proposal teams, and technical experts. Capture & Growth Expertise:

Strong background in developing and executing capture strategies, managing proposal development, and driving growth in federal IT and defense sectors. Program Delivery:

Demonstrated experience in managing large-scale federal contracts, ensuring on-time, on-budget delivery while meeting customer requirements. Stakeholder Engagement:

Experience engaging with senior government officials, defense contractors, and federal agencies. Proven ability to build and maintain long-term client relationships. Competitive Intelligence:

Knowledge of federal contracting landscapes, market trends, and competitive positioning to inform strategic decision-making. Financial Oversight:

Experience managing capture budgets, resource allocation, and program financials to ensure efficient use of resources and alignment with business goals. Preferred Qualifications: Industry Certifications:

Relevant certifications such as Project Management Professional (PMP), Certified Federal Contracts Manager (CFCM), or similar credentials. Specialized Knowledge:

In-depth knowledge of DoD, Army, and federal IT systems and contracting processes, particularly related to large-scale defense programs. Partnership Management:

Experience in managing strategic external partnerships and alliances within the defense and federal contracting space. Proposal Management:

Extensive experience in managing complex proposals and leading win strategy development for multi-million-dollar federal contracts. Customer Focus:

A deep understanding of federal customer priorities and ability to tailor solutions to meet specific needs within defense and IT sectors. Agile/Scrum Knowledge:

Familiarity with Agile or Scrum methodologies in program delivery, particularly within large federal contracts. Education:

Bachelor's or Master's degree in Business, Engineering, Computer Science, or a related field. Clearance:

Ability to obtain and maintain a clearance is preferred. Location:

Hybrid (1 to 2 days per week or as needed in the REI SYSTEMS Sterling VA Office). EEO Statement:
