The Organization

North Los Angeles County Regional Center “NLACRC” is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults.

Supervision

Receives general supervision from the head of the Human Resources department (as of Oct. 2024, that designee is the Human Resources Director), with daily reporting instruction from the Human Resources Manager.

Job Summary

The Human Resources Generalist assists in daily people operations of both the Human Resource office and the NLACRC office location to which they are assigned. the administration of the human resources policies, procedures and programs. Coordinates implementation of services, policies, and programs through Human Resources staff and at direction of Human Resources Supervisor; assists and advises agency management staff regarding Human Resources issues.

Essential Duties (These are examples of the types of duties that may be performed. Additional duties may be added):

  • Provides leadership in accordance with the Agency’s mission, vision and core values.
  • Coaches Management staff (supervisors and above) on execution of performance management and talent management processes to promote a culture of high performance, continuous growth and development.
  • Investigates and assists with resolution of employee relations issues.
  • Employment and compliance to regulatory concerns and reporting; monitors employee records for compliance with law or contract such as Family Medical Leave Act, California Family Rights Act, Americans with Disabilities Act, etc.
  • In concert with HR Director and HR Manager, assists with designing and implementing HR policies and programs.
  • Employee orientation, development, and training as it relates to HR policies and processes.
  • Processes employee and benefit paperwork; maintains the HR Information System (HRIS). Resolves employee benefit issues and/or collaborates with HR Specialist(s) on same.
  • With recruiting and staffing evaluates, refers candidates for employment, reviews and approves recommendations for hire. Assists in development of pre-employment tests at direction of HR Director or Supervisor.
  • Ensures proper maintenance of confidential employee information. Produces and analyzes HR reports on staffing and other subjects.
  • Assist with employee events related to Human Resources programs or the Agency as a whole, as needed.
  • Assists in coordinating and monitoring Safety, Workers’ Compensation and Unemployment Insurance programs, responds to inquiries from outside agencies.
  • Assists in maintaining position tracking system and producing HR reports on staffing.
  • Represents Human Resources at meetings or events as needed.
  • Performs other related duties as required.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Education & Experience

Any combination equivalent to or likely to provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

  • Associate’s degree in a related field and
  • Three to five plus (3-5+) years of progressive career experience in Human Resources positions.
  • Professional in Human Resources (PHR) and/or Society for HR Management Certified Professional (SHRM-CP) certification preferred not required.
  • Employment investigations experience preferred.
  • ADP Workforce Now strongly preferred but not required.

Skills and Abilities

Knowledge: Strong knowledge of California and federal employment laws and practices; personnel policy and procedure usage.

Skills: Must successfully work and interact interpersonally with people from a variety of cultures, abilities, and backgrounds. Thorough understanding of technology, technical roles and technical skills; must include Excel and demonstrated skills in database management and record keeping. Excellent verbal and written communication skills. Excellent interpersonal and customer service skills. Excellent organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong supervisory and leadership skills. Ability to prioritize tasks and to delegate them when appropriate. Ability to function well in a high-paced and at times stressful environment. Proficient with Microsoft Office Suite or related software.

Essential Requirements

  • Valid CDL and reliable transportation, or acceptable substitute, required.

Compensation

This is a non-exempt position, $33.38 to $46.02 hourly.
