The Director of Training, Recruitment and Development will help establish the vision, mission, direction and supervision of the Department utilizing core BMC values. The Department serves the BMC community by prioritizing the safety and security of all staff, patients and visitors. The Department strives to work collaboratively with all departments and agencies to reduce instances of workplace violence, prevent crime on campus, protect lives and property, and promote a safe and therapeutic environment. The Director of Public Safety Training, Recruitment and Development is responsible for the Department's recruitment and retention efforts, public safety department and organizational safety training programs, and ensuring department personnel are in compliance with all regulatory and oversight organizations. This role will provide oversight for the Department Systems and Technology team, develop and deliver training options to enhance public safety staff capabilities, and empower BMC staff to be safer in the work environment. The Director will oversee contracted services for all Public Safety department sponsored contract security services, including oversight of the Brockton Behavioral Health Center Security program. Additionally, this position will assist in the development of new programs and projects and oversee the quality assurance and ongoing development of the Department. The Director will provide budget and policy recommendations to the Chief and provide leadership and direction to department objectives. This position will assist in planning activities, training, assignment, supervision, and discipline of all department personnel, ensuring the Department meets the needs of the BMC community with well-trained staff prepared to carry out their responsibilities effectively and efficiently. Position: Director of Training, Recruitment and Development Department: Public Safety Schedule: Full Time ESSENTIAL RESPONSIBILITIES / DUTIES: Directs and oversees Public Safety Training, Recruitment, Development and Technology programs and contracted services. Collaborates with the director of Emergency Management and the Office of Parking and Transportation Services. Works collaboratively with senior leaders, managers and directors to develop response plans, assess risk, recommend improvements, and improve services. Reports and recommends strategic changes to the Senior Director of Public Safety and Security. Reviews, edits and develops Standing Operating Procedures (SOP) related to all Public Safety Operations. Facilitates and promotes effective recruitment and retention programs aimed at attracting a diverse workforce consisting of competent, capable and professional personnel. Continuously reviews, assesses, and affects improvements to the department training programs, technology, and operational plans. Conduct ongoing quality improvement assessments of public safety efficacy and effectiveness while coordinating with the Director of Operations in developing improvement plans. Participates in the implementation of disaster response plans, mock drills, and threat and vulnerability assessments. Participates in regulatory/compliance processes and oversees those processes that impact security, control center, and parking services, including the ongoing management of required activities mandated by various oversight and regulatory agencies. Works with the Chief to ensure appropriate financial accountability and responsibility of department operations within approved budgets. Ensures the Department provides training and educational programs for staff, including managers, supervisors, and employees on the proper utilization of services provided by public safety and other support service departments. JOB REQUIREMENTS EDUCATION: Bachelor's Degree or higher in Criminal Justice, Management, or other related field, preferred. CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED: Possess and maintain a current, valid Massachusetts driver's license and successfully complete a motor vehicle driving records check. EXPERIENCE: Five or more years of leadership experience in healthcare security and/or law enforcement. Past or present law enforcement or healthcare security experience is preferred. Experience developing and delivering effective training programs and presentations to audiences in a dynamic and engaging fashion. KNOWLEDGE, SKILLS & ABILITIES (KSA): Exceptional interpersonal and leadership skills in dealing with staff and the general public. Ability to deliver training programs and presentations to audiences in a dynamic and engaging fashion. Knowledge of the methods and practices of criminal and constitutional law. Knowledge of Healthcare security practices, principles, and leading industry standards. Knowledge, certification, and practical application in incident command system. Excellent verbal and written communication skills, including prioritizing, problem solving, and interpersonal relationship building. Ability to plan, direct, and evaluate the work of subordinates. Ability to develop, implement, and assess goals and departmental objectives and communicate through written policies and procedures. Demonstrated ability to exercise sound judgment and exhibit leadership in sensitive and emergency situations and make critical decisions. Demonstrated experience working with multiple units and/or organizations, building relationships within highly collaborative projects, programs, or problems. Strong problem solving and conflict resolution skills. Ability to establish and maintain effective professional working relationships with peers, colleagues, associates, administrative staff members, and personnel of external agencies and organizations. Ability to evaluate, benchmark, and implement new strategies and workplace safety programs quickly to enhance the safety and security of the Boston Medical Center Health System. Proven time management/organization skills (must be able to prioritize workload and meet deadlines). Demonstrated possession of a high degree of integrity, honesty, respect, professionalism, and empathy, and demonstrated ability to make sound decisions based on good judgment/common sense.
