REQUIREMENTS:
The candidate shall possess the knowledge and skills set forth in the Technical Services BOA,
Section 3.2.6 for labor category Scrum Master/Team Leader.
The candidate shall also demonstrate the below knowledge and experience:
• Exemplifies and promotes Agile values and principles
• Outstanding communication, facilitation, negotiation, and coaching skills
• Knowledge of an agile framework or method (i.e. Scrum, Kanban), or understanding of
software development life cycle models as well as in-depth knowledge of traditional
project management principles and practices
• Knowledge of Scaled Agile Framework(SAFe) and SAFe certification
• Adept at refinement, story splitting, estimation, velocity, retrospection, and other Scrum
techniques with a minimum of 5 years of experience.
• Able to plan and problem solve with product management and delivery teams
• Minimum of 7 years of experience in leading projects or key business initiatives
The Contractor shall deliver, but not limited to, the following:
1. Responsible for facilitating scrum events such as PI/sprint planning, daily scrum,
PI/sprint review, and sprint retrospective.
2. Help the IRAP team remove obstacles/blockers that are stopping development or
deployment process by facilitating the communication with external teams if needed or
report any critical issues.
3. Perform any necessary coaching to the team, improve the communication and
collaboration within the team and stakeholders.
4. Work closely with the product owners to scope and plan current and future work.
5. Provide the product owner support in managing the backlog and provide clear
communications to the product owner the status of the work items.
6. Provide the project manager support in providing necessary monthly status updates,
which could include creating reports or dashboards.
7. Responsible for maintaining the Azure DevOps for IRAP.
8. Design, develop, author, and maintain high quality operational support documents based
upon functional needs associated with cloud infrastructure requirements, eliciting the
materials in a collaborative effort with technical analysts, managers and project team
members. Materials will be cataloged in a standardized format and posted for use and
collaboration on designated SharePoint sites, with the data being worked from multiple
sources that require consolidation, normalization, and regular synchronization.
