Business Development (BD) Managers provide direct support for GTRI-wide customer engagement, contract vehicle capture activities, and contract/program management. Customer engagement includes developing, establishing, and maintaining relationships between GTRI, strategic partners and customers, especially the Department of Defense. In support of GTRI leadership, BD Managers identify, develop, and implement near-term and long-term business strategies relating to GTRI science and technology (S&T) and research, development, testing and evaluation (RDT&E) activities. BD Managers actively identify potential sponsors and opportunities, coordinate staffing requirements with laboratory leadership, and provide and manage contract vehicles to support GTRI research staff and technical activities. Key Responsibilities
Support BD activities for Laboratory and Division and often coordinates with other BD Managers and Lab Management for multidisciplinary efforts Provide support for Laboratory and Directorate-wide customer engagement, contract vehicle capture activities, and contract/program management May serve as the initial and primary interface between research sponsors and GTRI research laboratories Aid in development and maintenance of relationships between GTRI, strategic partners and customers, especially the Department of Defense Provide inputs to Laboratory and Division leadership for strategy development, and strategic vision Aid in identifying potential sponsors and opportunities, coordinates staffing requirements with laboratory leadership, and occasionally provides and manages contract vehicles to support GTRI research staff and technical activities Assist with coordination and support for customer engagements and VIP visits. Assist Laboratories and Divisions with establishing and executing contract vehicles Aid in marketing and facilitating the establishment of new contract vehicles with Government sponsors Support and occasionally lead capture team, proposal writing, and/or ensures support for GTRI IDIQs and task orders that cut across Laboratories and Directorates Maintain awareness of “non-traditional” contracts/agreements (e.g., Other Transaction Authority (OTA) contracts, Proprietary Information Agreements (PIA), Master Research Agreements (MRAs), etc.) Contribute to business operations support as needed to promote synchronization of business activities (e.g., teaming agreements, conflict of interest determination, etc.) Assist with contract/program management support for nascent and strategic GTRI-wide IDIQs and task orders contracts as required Aid security coordination to enable researcher access and support (e.g., DD254s, CAC/PKI cards, SCI clearances, network connectivity, etc.) as required and as applicable to the contracts they manage Required Minimum Qualifications
3+ years demonstrated experience supporting engineering research and development activities through contract management, sponsor engagements, research support, etc. 3+ years demonstrated experience in contract development and program management Familiarity with both traditional and non-traditional contracts/agreements for GTRI 3+ years demonstrated experience with budgets management and financial oversight of contracts 3+ years demonstrated experience delivering on-time contractual deliverables Ability to obtain and maintain a DoD TS/SCI Security Clearance Preferred Qualifications
Active TS/SCI Clearance 5+ years demonstrated experience supporting classified projects/contracts for a government research lab or working on classified DoD sponsored research programs 10+ years demonstrated experience supporting engineering research and development activities through contract management, sponsor engagements, research support, etc. 10+ years demonstrated experience in contract development and program management 10+ years demonstrated experience with budgets management and financial oversight of contracts 10+ years demonstrated experience delivering on-time contractual deliverables Experience leading sponsored contracts with values of at least $50M and scope that spans EOSL focus areas Experience with program management of multi-sponsor contract vehicles and/or task orders Experience supporting technical and administrative tasks for classified programs/sponsors Relationships across DoD and Industry, preferably with current or potential future EOSL sponsors Travel Requirements
