MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS Manages subordinate supervisors, employees, daily activities, and the training program of the Criminal Process Warrants Unit. #oj MINIMUM QUALIFICATIONS AND ABILITIES: At least 18 years of age. Must be able to comprehend and communicate fluently in verbal and written English. U.S. Citizen or possess a current permanent resident card. Clean criminal history; any arrest history will be individually evaluated. No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis. Bachelor's degree (B.A. or B.S.) from an accredited four-year college or university in Criminal Justice, Public Administration, Business Administration or related field AND four (4) years’ related experience in Criminal Process and Warrants. Professional experience MUSTinclude at least two (2) years of supervisory/management experience. The following experience will apply in lieu of any degree as follows: Two (2) years of direct experience for an Associate Degree Four (4) years of direct experience for a Bachelor's Degree Six (6) years of direct experience for a Master's Degree Must be able to obtain FCIC/NCIC certification within six (6) months of employment. Ability to verify the receipt, entry, confirmation, closure, and storage of warrants are properly conducted. Ability to submit retrieval notices to the Records Center for cases needed in court and submits disposal orders for records that have met their retention period. Ability to verify valid warrant arrests with minimal risks of litigation to the Orange County Sheriff’s Office. Ability to address complaints and resolves problems. Ability to perform administrative duties to include the preparation of the budget, purchase requisitions, correspondence, and reports. Ability to identify the unit’s equipment needs. Work closely with Information Management on computer issues and the installation of software needed. Ability to serve as a liaison with State’s Attorney’s Office, Clerk of Court, Department of Children and Families, Missing Persons, Florida Department of Law Enforcement, and Records Management. Ability to research mistaken identity allegations on warrants. Ability to attend court depositions and hearings as needed. Ability to handle expunging and deleting sealed cases from computer systems as directed. Ability to prepare for and assist with audits (i.e. FBI, FDLE). Ability to present information during upper management staff meetings and to the OCSO Citizens Academy class. Must have working knowledge of the Criminal Process/Fugitive Unit. Must have the ability to read, analyze, and interpret complex or diverse information. Ability to implement agency policies and FDLE mandates into the daily procedures of the department. Ability to write reports, business correspondence, and procedure manuals. Must have the ability to define problems, collect and research data, establish facts, use intuition and experience to complement data, and draw valid conclusions. Must be able to make sound decisions in a timely manner. Must have the ability to effectively present information and respond to questions from agency personnel and the general public. Must be able to make effective and persuasive speeches and presentations on complex topics to top management, public groups, and/or government agencies. Must have intermediate computer skills to include word processing, spreadsheet, and data base applications. Must be able to proficiently utilize various software programs (e.g., ARS, CJNet, DAVID, FCIC/NCIC, JIS, CCIS, etc.). Ability to look for ways to improve and promote quality and demonstrate accuracy and thoroughness. Must be able to develop and coordinate project plans and procedures; manage project team activities; communicate changes and progress; and complete projects on time and within budget. Ability to pursue training and development opportunities to continuously build knowledge and skills and then share expertise with others. SUPERVISORY RESPONSIBILITIES: Manages the supervisors/ASL’s, and any other Warrants unit employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include approving payroll; interviewing employees; developing and conducting training for employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Fills in as acting Criminal Process Commander when the Commander is unavailable (e.g. sick leave, vacation, conferences/seminars, business meetings, etc.).
