PHS administers WholeYouNYC (WYNYC), a coordinated community resource network that builds trustworthy and reliable pathways between healthcare providers, health plans and CBOs providing critical resources in the community that address the social drivers of health. WYNYC brings together over 100 organizations offering various programs – such as food, housing, employment, health insurance, and sexual health services – across all five boroughs. These services and programs make it possible for New Yorkers to live their healthiest lives and ultimately reduce health disparities and advance health equity. To date, our network has already impacted thousands of lives through community partnerships and referrals, generating millions in estimated healthcare savings.
New York State (NYS) recently announced the availability of $500M statewide to support Social Care Network (SCN) lead entities responsible for coordinating social care delivery in various regions across the state. Public Health Solutions (PHS) and our WYNYC network were awarded the role of regional SCN for Brooklyn, Manhattan, and Queens.
This is a grant-funded position ending March 31, 2027.
Position Summary:
PHS seeks to be a data-driven organization, able to inform our activities and priorities based on what we are learning about the communities we serve and the impact of our services on those communities. The Data Analysts’ role will be primarily to support reporting and data management for the Social Care Networks. We seek an experienced Data Analyst, who will report to the Senior Manager, Data Analyst within the Quality and Evaluation team.
The ideal candidate will:
- Be a compelling data storyteller.
- Be comfortable presenting to and engaging with various stakeholders (i.e., both written and verbal).
- Be adept at helping others, at varying levels of data literacy, to optimize data tracking methods and understand data to support decision-making and fulfill program needs and objectives.
- Have experience building reports and/or dashboards in Microsoft Excel and Power BI.
- Be familiar with social care coordination and/or working with Managed Care Organization (MCO) datasets.
- Have experience with survey design and various data collection methods.
- Be comfortable analyzing and interpreting results from datasets with varying structures and levels of cleanliness in Microsoft Excel, R, STATA, or Python.
- Be comfortable supporting continuous quality improvement projects through planning, implementation, and monitoring.
Specifically, the Data Analyst will:
- Work with teams to ensure quality of metrics and alignment with program objectives, New York State requirements, and organizational needs and objectives.
- Use and visualize data to proactively identify program and/or data quality issues, develop programmatic solutions, and implement those solutions.
- Maintain (i.e., export, clean, analyze and update) monitoring reports for PHS’ Social Care Networks
- Generate quarterly status reports using key performance indicators to guide Social Care Network leadership in making timely, actionable decisions.
- Support teams with data management, data cleaning, data analysis, and data visualization in order to carry out day-to-day monitoring and quality improvement.
- Support training and capacity building efforts both internally and to Social Care Network partners
- Support evaluation efforts particularly with developing data analysis plans, conducting analysis, providing interpretation and contextualizing analysis with community-level data and/or literature
- Support development, administration, and data entry from surveys, as needed
- Participate in team and stakeholder meetings, as needed.
- Other duties as assigned by Senior Manager, Data Analysis and Senior Director of Quality and Evaluation, and in support of the Social Care Network Teams.
Qualifications and Experience:
- Bachelor’s degree; 2-5 years’ experience or equivalent.
- Experience visualizing and communicating data so that it is easily understood by a variety of stakeholders.
- Experience telling stories with data, in written and/or oral communication.
- Experience using data to identify issues and develop recommendations.
- Experience effectively collaborating with people of different backgrounds.
- Salary; $70,000-$70,000.
Desired Skills:
- Fluency with Microsoft Excel (specifically, data models, LOOKUP functions and PivotTables)
- Fluency conducting data analysis using Microsoft Excel, R, STATA, or Python
- Familiarity with Power BI and ArcGIS
