At UCSF Fresno, the Research Finance Analyst (RFA) serves as the faculty's single point of contact for post- award financial management for research/public service grants and contracts and ensures Fresno faculty are provided with a high quality, efficient, responsive, and responsible post-award research administration services. Reporting directly to the UCSF Fresno Finance Manager, the RFA's role is to facilitate the integration, communication and coordination of all information and activities related to each sponsored project in a significant, proactive, and creative manner to the faculty member to lay the groundwork for sound and timely decisions. The RFA is responsible for the financial management of each research, clinical trial, or public service project, preparation of monthly financial reports, forecasting funding needs for staff and other costs, preparation of on line journals, payroll transfers, authorizing transactions for purchases and travel expenditures, financial invoices and certifications to the sponsor, award close-out process and annual budget planning. The RFA will be responsible for the entire scope of post-award management services for a variety of award mechanisms, including federal government and non-profit grants, and state and industry sponsored contracts. There are also a number of departmental grants and School of Medicine internally funded grants held by Fresno faculty to administer. The RFA will work with departments at UCSF: several in the Office of Sponsored Research: and the UCSF Controller's Office. The RFA will handle grants and contracts from eight residency programs and three special programs at UCSF Fresno. There are 400 core faculty members at UCSF Fresno. The RFA must be an expert on University, federal, state and nonprofit accounting policies and extramural fund management, audit compliance, and strictly adheres to grant and UCSF policies. The RFA will be responsible for monitoring the award budget, revenue and cost allocation by working with the various in-house applications including, but not limited to, Research Administration System (RAS), BearBuy, MyReports, GL Verification, and other Financial Reporting tools. The RFA is expected to review, reconcile and maintain records and ledgers in compliance with university policy. The position must possess the analytical judgment to adhere to sound internal controls and comply with SAS 115, 2CFR Part 200 (A-133) and other compliance guidelines established by the University and sponsor requirements. The RFA will be able to advise and interpret these facts to the faculty and other staff member to ensure compliance. The position must exhibit excellent interpersonal, verbal and written communication skills to interact effectively and diplomatically with faculty, managers and other administrators and sponsors. This position must be self-directed, have the ability to follow through on assignments with accuracy and minimal direction and have the ability to handle multiple projects, set priorities and work with a large amount of data. Requires intermediate level of Microsoft Excel and Word. Must understand and have an intellectual curiosity of advanced contracts and grants concepts, the ability to manage high volume of financial transactions, understanding of various funding models and the professional maturity to provide an in-depth evaluation of the variable of factors that affect the management of resources. The final salary and offer components are subject to additional approvals based on UC policy.
