The Office of Cannabis Management (OCM) is currently seeking a Finance Director to serve as the agency’s head of finance and accounting. This position manages staff and all agency fiscal activities including accounting, budgeting, purchasing, business expenses, and payroll. The incumbent will act as the financial advisor for OCM executive leadership and division managers regarding budget management and fiscal integrity. This position is located in St. Paul and may telework from home two days per week, with an expectation to be in the office three days per week. Responsibilities: Provide leadership and management of the financial operations staff, including hiring, onboarding, training, and disciplining, when necessary. Direct OCM’s fiscal operations to ensure efficient functioning and compliance with relevant laws, regulations, and generally accepted accounting principles (GAAP). Provide counsel to OCM executive leadership and directors overseeing all OCM’s budgets to ensure state spending plans are operating as intended. Minimum Qualifications: To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Four years of progressive accounting experience. A bachelor’s degree in accounting or finance may substitute for one year of experience. Supervisory or lead worker experience

OR

completion of the State’s Emerging Leaders Institute (ELI), Senior Leadership Institute (SLI), Strategic Effectiveness for Aspiring Leaders (SEAL), or similar leadership development program

OR

a paid or unpaid position leading a program or chairing a committee. Knowledge of generally accepted accounting principles (GAAP). Experience developing budgets including creation, implementation, and management of budget development processes. Skill in data analysis, financial planning, and forecasting sufficient to project budget issues before they arise. Ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment. Preferred Qualifications: Bachelor’s degree or higher in accounting, finance, or closely related field. Experience managing a team of financial professionals. Knowledge of government or large corporate accounting and budget processes. Experience with the State of Minnesota budget application systems, SWIFT and/or SEMA4 reporting tools. Familiarity with the State of Minnesota’s biennial budget and legislative process.
