The North Carolina Department of Administration (DOA) is seeking applicants for an Accounts Payable Supervisor in our Fiscal Management Division. The Fiscal Management Division is responsible for all fiscal activity of the department in conformity with the requirements of the Office of State Budget and Management, the Office of State Controller, the Department of State Auditor, and federal funding agencies. The office processes invoices and travel reimbursements for payment; files timely financial reports; invoices user agencies for central services; and recommends and administers fiscal policy within the department.

The primary purpose of the Accounts Payable (AP) Supervisor is to oversee the daily operations of the AP department to ensure accurate and timely payments of the Agency's obligation. The AP Section processes payments for all DOA Divisions along with the Lt. Governor's Office, State Ethics Commission, Office of State Human Resources, and the Department of Military and Veterans Affairs. The AP Supervisor manages the work of four AP Technicians: three (3) Accounting Technician I and one (1) Accounting Technician II. The successful candidate ensures that the department meets all financial deadlines and provides excellent customer service to internal stakeholders. The duties include managing workflows, reviewing and releasing invoices for payment, verifying vendor information, proper fund and account coding, applicable 1099 coding, and ensuring proper approvals. All payments are processed in the North Carolina Financial System (NCFS) in accordance with terms provided by vendor. Accounts payable duties to be performed in compliance with Generally Accepted Accounting Principles, Procurement Administrative Code, DOA, Office of State Budget Management Policies, and Office of State Controller policies, rules, and regulations. This position also reconciles and posts procurement card transactions and assists with the development and implementation of accounts payable policies and procedures.

The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state's population that have traditionally been underserved. The agency's mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Knowledge, Skills and Abilities / Competencies

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.
