Summary

This position is located in the Office of Planning, Evaluation & Policy Development, in Washington, D.C. The Office of Planning, Evaluation & Policy Development is responsible for all matters related to policy development, implementation, evaluation and review, budget proposals and processes, data strategy and governance, and student privacy.

Duties

As a Management and Program Analyst, GS-343-12, you will be responsible for:
• Managing, facilitating, and conducting process improvement projects, strategic planning alignment, and consultant management to improve program effectiveness.
• Analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of an assigned major program.
• Reviewing policies, procedures, mission objectives, and organization design to eliminate work problems or barriers to program management, implement process improvements, or in response to concerns with regulatory compliance and/or customer requirements.
• Establishing metric and analysis systems for assigned programs to assess efficiency, effectiveness, and compliance with regulatory procedures.
• Determining appropriate recommendations for unresolved or questionable problems and performs follow-up actions as necessary.
• Gathering, analyzing, synthesizing, developing and maintaining data to prepare a variety of reports.
• Analyzing data and making recommendations or providing advice and guidance to management, supervisors, and/or employees as required.
• Preparing briefing materials, conducting briefings as assigned, providing ongoing communications, and representing the organization on issues within an assigned program.

As a Management and Program Analyst, GS-343-13, you will be responsible for:
• Analyzing, developing, and evaluating detailed plans, goals, and objectives for long-range implementation of an assigned major program.
• Studying the structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes using Continuous Process Improvement methods and techniques.
• Establishing and maintaining management information reporting systems to include database development, spreadsheet design, and accessing of other systems for related information.
• Analyzing data and makes recommendations or provides advice and guidance to management, supervisors, and/or employees as required
• Serving as a liaison with other agencies, state agencies, and other organizational entities.
• Developing procedures and systems for assessing the effectiveness of programs/management processes.
• Evaluating and advising on organization structures, methods, and procedures. Recognized as a technical authority in Continuous Process Improvement (CPI), advises on CPI implementation and sustainment.
• Leading process improvement projects, strategic planning alignment, and consultant management to improve program effectiveness.

Conditions of Employment

TELEWORK ELIGIBILITY:
  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12/13 if you possess the specialize experience.

Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience navigating the Federal budget and appropriations processes for one or more programs.
2. Experience collecting, analyzing, and summarizing data to support policy development and program management.
3. Experience completing or reviewing spending plans and/or monitoring spending to ensure they reflect applicable statutory, regulatory, and policy requirements.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organized productivity.
2. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers or reports suitable for top management use and decision making.
3. Knowledge and understanding of database and spreadsheet concepts and programming techniques (e.g. Microsoft Access, SharePoint, SQL database and Excel spreadsheet) and expertise in database management.
4. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation.

Specialized Experience for the GS-13

3. Ability to effectively engage and partner with working groups and teams to collaborate across the organization for the purpose of maximizing effectiveness.
4. Knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures.

How You Will Be Evaluated
