Summary About the Position: Serve as the lead analyst for all programs aligned to a Hardware Division within the Directorate of Materiel (Mission Command Division or Logistics Division). Responsibilities Direct the technical and complex administrative programs and assure synchronization of overall research, development, acquisition (RDA), installation, training, and sustainment priorities established during affordability reviews, Assure synchronization of overall research, development, acquisition (RDA), installation, training, and sustainment priorities established during affordability reviews, and subsequent programming and budget decisions made during the PPBES cycle Serve as technical advisor to the Director of Materiel, Director, Force Development, Assistant Deputy Chief of Staff for Programs, and the Deputy Chief of Staff for Programs on all matters, pertaining to the Hardware Division. Responsible for the affordability and value-added analyses of final leadership decisions before resources are allocated during the Program Objective Memorandum (POM) and budget across the Army. Provides technical advice to the Director/Deputy Director of Materiel, Force Development Directorate on complex and unique issues and problems requiring in-depth technical analysis. Specialized Experience: One year of specialized experience which includes leading the Planning, Programming, Budgeting, and Execution (PPBE) process; performing strategic level analytics for mid and long-term capability planning and requirements; overseeing analytical studies of issues involving research, development, acquisition (RDA) and sustainment related program alternatives; integrating requirements in balancing the equipment resource issues in the budget and program objective memorandum (POM) process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Administration Leadership Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Two year trial/probationary period may be required. One year supervisory probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
