About the Position: The incumbent has overall management responsibility for fiscal integration activities affecting a budget for installations support services, programs and operations activities, resources, and contract management of all associated programs within the assigned Division Responsibilities Execute administrative, supervisory, and personnel management responsibilities of the Strategic Operations Division and exercises technical control over the work performed by government, military and contractor personnel within the Division. Provide Division level management and oversight responsibilities for the effective management of the G-4 Strategic Operations Division; provides organizational management. Responsible for directing a highly professional staff engaged in planning, directing, controlling, assessing, integrating, and executing oversight such as Quality Control/Quality Assurance Programs. Provides Strategic Operations Division management of fiscal resources to include requirement determination, programming, budgeting, execution, Program Budget Decision (PBD) Analysis/Reclamas and reprogramming direction. Interface with senior level management personnel within government and industry. Ensures the synchronization and development of operational plans, orders and the conduct of Military Decision Making Process. Serves as point of contact for coordinating and completing staff actions, preparing briefings and acts as a liaison officer with Headquarters Army, Army Commands, and Army Service Component Commands staff. Specialized Experience: One year of specialized experience which includes: advise on fiscal integration, planning, programming, budgeting, and operational mission support affecting a budget for installations support services, programs and operations; develop, defend, track, and report budget execution across multiple appropriations; analyze contractor performance meets required standards; plan, direct, control, assess, integrate, and executing oversight via strategic management plans such as quality control and quality assurance; synchronize and develop operational plans, orders and the conduct of Military Decision Making Process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Manpower & Personnel Organizational Performance Analysis Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience as permitted.
